A New System Begins • Fall 2011 offers the first test administration to begin Kentucky’s new assessment and accountability system. • Unbridled Learning: College- and/or Career-Ready for All replaces CATS. • Kentucky-Performance Rating for Educational Progress (K-PREP) replaces the KCCT. • The first reporting of Unbridled Learning will occur in fall 2012.

  5. Performance Measures for Next-Generation Learners *Averaged Freshman Graduation Rate will be used in 2011, 2012 and 2013 reporting. Reporting using Cohort will begin in 2014. **End-of-Course tests in 2011-2012 include Algebra II, English 10, Biology and U.S. History.

K-PREP ADMINISTRATION 3-8 and 10-11 (On-Demand Writing) • TEST WINDOW • Senate Bill 1 established a five-day test window in the last 14 (instructional) days of a district’s calendar. • Districts must set a five-day test window for each grade span (elementary and middle). • Five-days must be consecutive.

  10. K-PREP ADMINISTRATION 3-8 and 10-11 (On-Demand Writing) • TEST SCHEDULE • Make-up testing is allowed during the five-day schedule and before materials are shipped a week after the close of the window.

  11. K-PREP ADMINISTRATION 3-8 and 10-11 (On-Demand Writing) • TIME • The K-PREP assessments (blended NRT/CRT) are timed tests. • Extended time is allowed only for students with specific educational plans (IEPs, 504 Plans or PSPs).

K-PREP ADMINISTRATION 3-8 and 10-11 (On-Demand Writing) • TIME • Each content area test is divided into multiple parts(i.e., one, two or three parts). • Each part is a separate test session. • Proctors must stop at the end of each part for a break. • Breaks may be short (i.e., stand and stretch) or long (i.e., lunch) with appropriate monitoring.

  16. K-PREP ADMINISTRATION • Blueprints Assessments are developed using a blueprint range. This reflects primarilyan equal coverage of content subdomains. Available for release soon.

  17. Test Accommodation Discussion • Kentucky is out of alignment with national guidance (i.e., allowing readers on the reading test and extended time for all). • The Kentucky Board of Education has reviewed the Inclusion regulation (703 KAR 5:070) which defines testing accommodations.

Test Accommodation Discussion • Regulation revisions will not require change to student IEP for the classroom, but will restrict which classroom practices may be used in testing. • Recommended changes include: • Students with Disabilities • remove readers on the reading test • prohibit prompting/cueing • remove calculators on non-calculator portion of tests • Limited English Proficient/English Learners • remove assistive technology and student-generated glossaries • prohibit prompting/cueing

Regulation Revision Timeline • August-September 2011 and ongoing • Discussion with stakeholders • October 2011 • Kentucky Board of Education (KBE) conducts first read of Inclusion regulation. • December 2011 • KBE conducts second read of regulation. • If approved, regulation moves forward to public hearing and legislative committee review. Inclusion regulation likely revised before spring 2012 testing.
