  2. First To Arrive DutiesTraining • PURPOSE • To provide a uniform guideline for first arriving units to determine strategic and tactical goals when evaluating an emergency incident

  3. First To Arrive DutiesTraining • OBJECTIVE • To insure all Union County first arriving companies or fire personnel follow uniform guidelines in determining strategic and tactical goals.

First To Arrive DutiesTraining • Duties • Strategic Goals • Size-up • Transmit a brief and concise initial radio report to include: • Unit Number (i.e. E-310) and “on the scene”. • Height of building (how many stories) • Type of construction (i.e. wood frame, masonry, etc.) • Occupancy (apartment, single family, etc.) • Conditions on arrival (i.e. working fire, smoke showing, etc.) • Action being taken ( i.e. investigating, quick attack, etc.) • Set up Command (Setting up Main street command) • Officer in charge (Lt. Disbennett in charge)

First To Arrive DutiesTraining • Duties • Strategic Goals • Evaluate resource needs and request if needed. • Assume command until formally relieved. • Perform a 360 • Determine Primary objective (i.e. Protect exposures, extinguishment, search and rescue, etc.) • Develop a plan of action • Assign other arriving companies • Transfer command with face to face briefing of situation.

First To Arrive DutiesTraining • Duties • Strategic Goals • Life Safety • All actions will be directed toward minimizing the life hazard • Confinement • Confinement is second only to life safety as a priority consideration. • Control • All activities which directly reduce an emergency incident.

First To Arrive DutiesTraining • Duties • Tactical Operations • Arrival of Chief Officer (First Arriving Unit) • Size up • Assume Command • Set up Command Post • In a position not to interfere with the positioning of incoming apparatus and ideally which offers a view of two sides of the building. • Provide direction to arriving units • Arrival of Chief Officer (Later Arriving Unit) • Report to Incident Commander • Receive a Sit/Rep • Choose to take command or not • If yes, then announce over radio to the dispatcher and on all channels that he/she in now command.

First To Arrive DutiesTraining • Duties • Tactical Operations • Arrival of First Engine Company (Primary mission is life safety and locate hazards) • Nothing showing – Proceed to building and/or alarm panel • Fire showing • Lay line or go directly to scene • Supply line should not interfere with later arriving companies • Engine Placement should facilitate later aerial ladder placement and viewing of three (3) sides of the building.

First To Arrive DutiesTraining • Duties • Tactical Operations • Arrival of second and third Engine Companies (Primary mission is water supply and secondary mission is search/rescue, back-up lines, or ventilation. • Stage on Hydrant, FDC, or within one block of the incident. • Report your location to Command

  10. First To Arrive DutiesTraining • Duties • Tactical Operations • Arrival of the First/Second Ladder Companies (Primary mission is Search/Rescue and/or ventilation. Secondary mission is Hazard mitigation.) • If responding with the first arriving engine, stage on the hydrant and prepare to lay a supply line. • If arriving later, report to command while still several blocks away from the scene and request assignment.

  11. First To Arrive DutiesTraining • Duties • Tactical Operations • Arrival of Medic or Squad (Primary mission is medical care and secondary mission is Rehab) • Locate as near the Command Post as possible • Positioned so leaving the scene is always possible

First To Arrive DutiesTraining • Duties • Tactical Operations • Standard Apparatus Arrival Placement • 1st Engine – Front of building • 2nd Engine – Hydrant • 3rd Engine – FDC • 4th Engine – Rear of building • 1st Ladder – Front of building • 2nd Ladder – Rear of building • Medic – Command Post
