Minnesota Pilot Sites - ReformDakota, Hennepin & Ramsey Counties • Risk Assessment Instruments: • Implemented in First Quarter 2008 • Dakota County mental and chemical health triage through Crisis Intervention • Ramsey County Outcomes – released youth did not reoffend and appeared for Court • Detention Alternatives: • Continuum of pre and post adjudication community based alternatives • Community Trackers, North & South Minneapolis, Hennepin County • Racial and Ethnic Disparities: • System analysis from arrest to discharge • Percent reductions • Collaboration with communities of color, schools and juvenile justice system • Conditions of Confinement: • Cross county facility inspections • Elimination of double bunking with drop in detention populations • Increased mental health oversight and support A Successful Approach to Comprehensive Reform
