  2. Overview Successful implementation and meaningful use of iHRIS depends on: • effective leadership that provides critical support to the implementation process, and • extends that support well after the donors leave.

  3. Leadership In the context of this iHRIS implementation, leadership includes: • primary stakeholders who are potential champions of iHRIS’s“business case”; • leaders with requisite control or authority to allocate resources in their respective domains; • champions who can articulate iHRIS’scontribution within the context of a National Strategic Plan; and • leaders who buy in to the potential of iHRIS to provide data for decision making. Identifying such leaders is one of the most critical steps for an effective iHRIS implementation and use.

  7. Is iHRIS tied to an existing “National Strategic Plan?” Key advantages: • iHRIS is not perceived as a standalone project or program. • Ensures buy-in from high-level stakeholders.

What is the business case for iHRIS? • Can you articulate: • your strategic human resource objectives? • For example: • improve human resources planning; • reduce costs; or • improve healthcare service delivery. • current performance and training gaps that will be addressed by iHRIS? • how to measure success?

  9. Resource requirements and the total cost of ownership (TCO) • Are resource requirements for iHRIS well understood? • What is included in the total cost of ownership (TCO)?

  10. Investment risks • Have the investment risks been identified? • Are there plans to mitigate these risks?

  11. Interoperability between systems and organizations • Which health information systems will need to exchange information? • Which organizations will be involved? • Have they been identified? • How will data and information be shared across organizations?

Project Phases • Plan: Determine features and requirements of the HRIS. • Deploy: Install iHRIS and modify the software to meet requirements. • Pilot: Test iHRIS on a small scale to measure outcomes, impacts, and costs. • Scale: Deploy iHRIS to its intended reach. • Sustain: Maintain iHRIS to provide continued value.
