Working Hypotheses • Regulation is so limiting, that the slightest change in the project conditions makes it impossible to achieve the policy objectives. • Rather than looking at regulations, we can look at interaction (governance). Has the national government be involved sufficiently and made a problem owner of the Westflank project? Is it a problem of negotiation? • The practice of development projects in the Netherlands with organisational and financial integration is strength and weakness at the same time.
