Senator Collins – “The Accountability in Government Contracting Act” • Addresses the de facto outsourcing of program management responsibilities when a large contractor becomes the lead systems integrator. • Create acquisition internship programs • Competition required for all task or delivery orders of more than $100k • Extend IG subpoena power to include electronic documents

  7. Senator Leahy – “War Profiteering Prevention Act of 2007” • Prohibits war profiteering and fraud relating to military action, relief, and reconstruction efforts • Sets fines at the greater of $1 million or twice the gross profits or other proceeds

  8. Senator Sessions – Contractor Blacklisting • Continuing efforts to attach a contractor fraud “Blacklisting” provision to various bills in the Senate, such as the Minimum Wage Bill or the Immigrations Bill.

  9. Senator Obama - Transparency and Accountability in Military and Security Contracting Act of 2007 • Requires CJCS to establish new rules for private security personnel • Clarify the legal status of contactor personnel • Requiring agencies to report on contracts for Iraq and Afghanistan

  10. Rep Waxman – “Whistleblower Protection Enhancement Act of 2007” • Enhancements to government employee whistleblower protections • Opens the appeal process to “the appropriate US court of appeals • Enhancements of contractor employee whistleblower protections

Rep Waxman – “Accountability in Contracting Act” • Introduced 3/7/07, Full Committee Mark-Up Scheduled for 3/8/07 – No Public Hearings • Limits on Length of non-competitive Contracts • Minimize Sole-Source Contracts • Disclosure of Contractor Overcharges • Minimize Cost-Reimbursement Type Contracts • Revises Revolving Door Legislation
