  2. Welcome and Introduction Siblings Update Potential Summer Program State Assessments Agenda

  3. Siblings Update Approved change in NEISD procedure for 2013-14  Entering kinder or first grade non-ELL siblings will now have first priority consideration for available non-ELL seats in a dual language class in the same school as their older sibling.

  4. Siblings Update • In the event that the number of interested non-ELL younger siblings exceeds the anticipated seats available, a lottery for these students will take place. The available seats may vary from campus to campus. In the event that a lottery is necessary, multiples (twin, triplets etc.) will have all sibling names included on one card for the selection process. If the multiples are selected and there are enough anticipated seats all siblings will be placed in a dual language class. In the event that a card with multiples is selected and the number of seats still remaining will not accommodate all the siblings the family will have the following options: • Take the seats available for one or more of the multiple children and place the remaining children on the wait list •  Place all the children on the wait list until the number of seats for all the multiples are available •  Select another campus where all the multiples will have a seat in a dual language class • Transportation will be provided for all dual language enrollees and siblings within the bilingual cluster boundaries. Transportation will not be provided for students who are out of the bilingual cluster boundaries.

Potential Summer Program • The optional Dual Language Jump Start Summer Program, will be managed by the individual Bilingual campuses if the campus selects to conduct one • Individual Bilingual Campuses will determine the eligibility for student participation in the summer program. • Eligibility will be based on individual student needs. • The proposed schedule is August 12-16, 2013. For ½ a day. • Bilingual Campuses willsubmit specific Summer program plans to the ELL department by March 2013 for approval.

LPACs are responsible for — following administrative procedures making decisions on individual student basis working as a committee to make decisions maintaining required documentation LPAC members: Administrator, Bilingual Specialist, Parent, Bilingual Teacher (Chapter 89.1220) LPAC Decision-Making Process for STAAR

  8. Non-ELLs in Spanish Bilingual Programs • Non-ELLs in a state-approved bilingual education program may be administered STAAR Spanish if the LPAC determines the assessment in Spanish to be the most appropriate measure of the student’s academic progress • This is not a common occurrence but is allowable under Chapter 101 of the TAC • Chapter 101 requires the LPAC to make the decision when a request of this type is made for a non-ELL student
