  2. Background • In 481 B.C.E. Xerxes sent ambassadors to Greece to demand “earth and water” from the all Greek city-states, all except Athens and Sparta. • Athens and Sparta take the lead in convening a meeting of Greek city-states in Corinth in the fall of 481 to discuss the Persian threat. • 70 of 700 independent city-states send representatives to this gathering.

Prepare for the Council • Gather with your allies and discuss your interests prior to the Council of Corinth. • How should your polis deal with the Persian threat? • Should your polis fight the Persians? Why or why not? • How will you defend your polis? • Should you ally with other city-states?
