Main problems in the area e-File Centre of Registers and Information Systems • Different logics for gathering data, different business rules • Inability to force parties to forward information in correct form • Multiple data entry • Non-existent area-covering statistics • Keeping the citizen and his representative (attorney) away from digital information

E-File e-File Centre of Registers and Information Systems • E-File is harmonized business logic that gives regulations how, when and what should or must be done • E-File is a central storage for files and metadata used by more than one party (organization)‏ • all that concerns one IS or organization stays in that system • Other IS’s will remain as clients to E-File • E-File has services for entering information tocentral system, for searching data, for viewing case data

  8. E-File e-File Centre of Registers and Information Systems • Main goal is to provide possibility to create and hold digital file of a case • E-File allows general and consolidated statistics • E-File allows better access to justice (AET – Public Portal of E-File)‏ • Based on X-Tee (X-Road)‏

Fundamentals of E-File:e-ID and X-road e-File Centre of Registers and Information Systems • Authentication (PIN1): • Citizen’s portal • e-Business Register • ID-tickets (bus, theatre, cinema etc) • Internet banks • AET – Public Portal of E-File • Digital signatures (PIN2): • Documents • Internet voting (parliamentary election) • Online Company Registration • Digital copy of a deed: Notaries

What’s next e-File Centre of Registers and Information Systems • Supreme Court will interface with E-File central system • Portal for Misdemeanour Procedure will be launched on summer of 2010 • Punishment Register will be transferred to E-File central system on 2011 and will be connected with ECRIS • Statistics based on data gathered to E-File

  13. Future subprojects e-File Centre of Registers and Information Systems • Covert investigations in criminal procedure, surveillance file • Payments and financial accounting • Services for interfacing enforcement registers • Further development of Public Portal of E-File • Fully digital File!
