COMPANY HISTORY & BUSINESS INTRODUCTION (TAS): A company with resources in Architectural & Engineering Technical Support as follows: CAD & GIS- Construction Inspection- Quality Control- and Engineering Technician Services. Since its inception, in 1996 TAS has consistently provided the highest quality CAD and GIS services to its clients. Our level of expertise goes far beyond basic drafting and technician functions by constantly engaging the latest technologies. We implement new and innovative approaches to help address our client’s goals, with cost, quality and efficiency as our focus. The wealth of knowledge that TAS brings to each project comes from many years of working with some top consulting engineering firms in the DFW Metroplex and other cities. For 16 years TAS has provided CAD production and coordination of CAD and GIS efforts for large and small projects. The company currently has resources as follows: CAD, (Microstation V8-XM & AutoCad 2013, 2D & 3D with BIM applications such as Autodesk Civil Infrastructure, Bentley GeoPak, and Revit Building Design Suite), GIS Mapping services, (ESRI ArcView, ArcEditor, ArcInfo) and Construction Inspection Services, Engineering Technician Services.   5. CAD SERVICES Computer Aided Designing & Drafting(CAD) TASoffers: Cad services from Preliminary Design to Final Design Documents with or without BIM applications. Schematics and Final plan layouts, Related calculations, and computations. Data extraction and reporting during design. Preparation of detailed drawings for use as construction documents. Preparation of quantities take-off. TAS uses CAD software applications such as: AutoCAD and Microstation with Triforma& Civil/Structural design packages, in addition to several third-party software including GeoPak, Autodesk Civil 3D, Autodesk Revit Building Design package, 3D-VIZ. Drawing and Design standards utilized by TAS are usually based on the client’s and industry requirements. QUALITY CONTROL SERVICES The quality control service is intended to ensure that the project is completed in a manner which is satisfactory to the firm, acceptable to the client (functional system without exceeding construction budget), is safe and enjoyable for the project staff to work on, and without the requirement of redesigns which usually deplete the project budget. The major emphasis of this service comes from three areas. Effective communications between our project team members and our clients so that the job is done right the first time. Careful documentation of our procedures for reference purpose. Early and frequent review of work practices, project progress and technical content by qualified personnel to ensure accuracy before completion of tasks. *Accomplishing these three areas of emphasis will ensure minimum or no need for damage control* (Design drawing & Shop drawing QA/QC) TAS offers quality control services for construction drawing documents and contractor shop drawings. This includes checking for: (a) Accuracy (b) Drawing techniques and CAD standards (c) Adequate Detailing (d) Overall drawing presentation and completeness. *Conforming to industry standards, client standards, and ultimately achieving architectural & engineering design goals* AS-BUILT DRAWING SERVICES TASutilizes 3D High Definition Scanning (HDS) process to produce as-built drawings: Final field measurements and verification of construction work. Preparation of as-built drawings to reflect all addenda and change orders. Conversion of manually produced drawings by scanning and vectorizing. Creation of electronic files, from manually produced drawings, in Autocad and/or Microstation format, and Conversion of CAD file to Adobe PDF or other raster images for archiving.

(Construction QC) TAS provides qualified and experienced personnel for construction inspection and quality control. This service is extended to new construction, renovations and repairs of facilities in: Architectural (interior and exterior) Civil/Structural (general site works) The objective of this service is to ensure that final product conforms to the design specifications and standards, and that design objectives are met. This service is executed under the authority of a registered professional engineer or architect. The company has a manager/cad project coordinator, full time CAD technicians, GIS technicians and administrative specialist. The company also has the means for additional staff resource if there is a need. TASteam includes, but not limited to, the following key individuals: Arthur Moncrieffe, Principal and Manager/CAD Project Coordinator With combined US and UK qualification and training experience, Mr. Moncrieffe has over 30 years combined experienceas a manager and designer in planning, drafting, CAD production and coordination, quality control and construction inspection. He has worked within Texas (i.e., Houston, San Antonio, Dallas/Forth Worth) and other US and international consulting firms. The last 20 years of his experience have been focused on the water and wastewater resource business class with emphasis in collection, treatment and distribution. Currently, he works mainly as a subcontractor in the Dallas/Fort Worth area on several major municipal infrastructure projects. He brings a unique blend of technical knowledge, management skills, and experience of environmental issues and public policies that are relevant to the designing of large scale infrastructure projects. As necessary, Mr. Moncriefferegularly attends project progress meetings and provides input on issues that have a close nexus to engineering planning, designs as well as CAD and GIS production. His measure of success is to efficiently produce construction documents of the highest quality as he remains adaptable to varying project dynamics and routinely applies QA/QC procedures to all work, in order to maintain high product value. Eric McCleary, Senior CAD Technician Mr. McClearyhas more than 14 years CAD experience in various phases of municipal projects. He has been associated with Technical Associates Services, Inc. since 1999. During this time he worked with project design teams in various engineering disciplines such as architectural, civil, electrical, process, mechanical, and structural. Prepared detailed construction drawings for major water and wastewater treatment plant projects, large water transmission pipelines, large wastewater interceptors, as well as for public works rehabilitation projects. Mr. McCleary has an excellent knowledge of 3D modeling and prepares 3D drawings for virtual construction methods or for design interference review purposes. He utilizes CAD and BIM applications such as Autodesk Revit, Autodesk Civil 3D, Microstation and ESRI ArcView. Areas of his work include: 3D solids & surface modeling; horizontal and vertical alignment of pipelines; reinforced concrete detailing; structural steel detailing, process mechanical piping; equipment layout and details; HVAC; civil site works; utility mapping and plan and profile for plant yard piping. He has worked extensively on DWU plant facilities, TRA plant facilities designs, and understands cad protocol and standard requirements for municipal projects.
  11. Keith Heffner, Senior CAD Technician Mr. Heffner has 23 years of CAD experience. He utilizes the following CAD Platforms : VectorWorks Architect, Mechanical Mac/PC; AutoCAD 2013; Autodesk Inventor 2013 Pro Autodesk Revit Architecture 2013; SolidWorks 2010; and SketchUp 7.0. Examples of his work includes: Traction / Pre Oil Elevator Designer: 2D / 3D CAD position drawing elevator layouts. Samrawit Haile, EIT/CAD Technician With over 7 years of experience, Ms. Haile has workedonvariousconstructiondocumentsincludingdrawingsforrawwaterpumpstation, water and wastewatertreatmentplants and largewatertransmissionmains. While working on a Dallas Water Utility project, she performed several key tasks that include: assisting with the design of horizontal and vertical alignment for 2 segments of large water transmission pipeline; preparing Excel spreadsheets for the horizontal and vertical alignment computations; cutting plan and profile sheets of approved alignments and edit sheet files with relevant design information (including existing utilities, geotechnical data, tunnel locations, air relief valve, blow-off valve and isolation valve location); and utilizing survey information in preparation of horizontal control sheets for 3 segments of the pipeline design. Ms. Haile utilizesMicrostation and AutoCadsoftware to prepare architectural civil, mechanical, processpiping and structuraldrawings. Kristin Coats, GIS Specialist Ms. Coats has 5 years of experience in geodatabase building and maintenance, mapping, spatial information analysis, data extraction for technical memoranda and various design reports. She has worked extensively as a main GIS support for the IPL Pipeline project, The Southwest Pipeline Project and various water and wastewater replacement projects for the city of Dallas. She currently provides GIS/CAD support for Dallas Long Range Water Supply and Study Project. Providing Geospatial analysis, Water run-off and catchment calculations for various potential water reservoir sites.

  14. IPL Section 15-2 - Year: 2013 Prime Consultant: KBR, Inc. To address the demand for additional water supplies, the Tarrant Regional Water District (TRWD) and the City of Dallas Water Utilities (DWU) have partnered to design, build, and operate a raw water infrastructure to tap into existing sources. By sharing resources, the Integrated Pipeline Project (IPL) will save an estimated $500 million in capital expenses and potentially $1 billion in energy savings over the life of the project. TAS was selected with the KBR team to provide CAD and GIS technical support for preliminary and final design phases of the project. TAS utilizes AutoCAD Civil 3D to prepare horizontal and vertical alignments base files as well as sheet files for plan and profile and construction details. TAS utilizes ESRI ArcGIS for geodatabase building, geospatial data planning, analysis, research and reports.

Dallas Southwest Water Transmission Pipeline - Year: 2008 Prime Consultant: AECOM Dallas Water Utilities required the study of a new water transmission pipeline route from the Eastside WTP to the Summit ground storage reservoirs, a distance of approximately 30 miles, and the planning and preliminary design of approximately 16 miles of 120/96 inch water transmission pipeline. The alignment alternatives route through both large parcels of land and confined street right-of ways, and included several locations of tunnels, several creek crossings, deep crossing of the Trinity River and 2 railroad right-of way crossings. Technical Associates Services (TAS) provided Cad and GIS production support for planning and design phases of this project. Tasks involves; Preparation of; presentation scrolls of various horizontal alignment alternatives, using large aerial photographic images and GIS mapping data, Plan and profile of various alignment alternatives and plan and profile of recommended alignment. Also, investigated and reviewed various city’s utility record plans and franchise utility record plans for use in planning phase of the project. The preliminary design report included the use of; large aerial photographic images, large topographic survey base files and land parcel survey files to create various land acquisition exhibits, large scrolls for proposed final alignment right-of-way exhibits, and plan & profile drawing sheets. TAS utilizes Microstation cad format and Autodesk Civil 3D to prepare topographic base files as well as horizontal and vertical alignments base files, and ESRI ArcGIS for GIS data planning and research.
