STATE MEETING 2013 • Coaches and players in the dugouts. • No coaches sitting outside on a bucket. • Discreetly speak to head coach to help out. • If players don’t respond to you have the head coach help out. • No help rules help umpires with this situation with a restriction. • Players go out of dugout during live play. • Go ahead ask coach to help you out and issue a team warning (gently). • Write on lineup card the warning, inning, outs, situation. • Next time disqualify. • If there are no coaches boxes and no on deck circles that are marked: • Deal with this at home plate meeting or before (jv game). • Ask politely once. • If they refuse, no coaches can coach offensively outside of their dugouts (home and visitors). • No on deck hitters outside of dugouts. • Middle Schools we’ll treat differently. If they can’t do it, let them play and call me. • Head Coach needs to have players line up bats and helmets outside of dugouts before games for inspections. • This is how it’s done at state championship series. • Players may only have one small strip of eye black under their eyes. • Nothing else, no war paint. • Coaches have player remove this before the game. • On any given day I will assign the best available umpires to each available game. • Umpires will be assigned to games that are at their umpiring level. • Make sure coaches have signed in. • All umpires have signed, printed and put the last four numbers of your social security numbers on sign in sheet.

LOCAL MEETING 2013 • Gary Swanson Regional Supervisor of Umpires • Carolinas Umpire Association • Cell-980-621-1003 • Work-704-436-9321 ext. 1307 • Frank Dicesare Associate Supervisor of Umpires • Carolinas Umpire Association • 980-581-7069 • You are the eyes and ears of the state, school district and Carolinas Umpires Association. • This is a huge responsibility or benefit. • Act accordingly in the parking lot, entrance to the field, on the field and on the way home. • Hold the game to its highest integrity. • Be impartial and educational. • We get paid to be professional and not get caught up in the emotions of the players, coaches and spectators. STAY ABOVE IT AND THEM. • If you get flustered…it’s over for you and your partner. • You are the game manager. • If you curse or make a lewd gesture, I won’t be able to help you. • I. We are always being filmed. • Class 1 or 2 umpires/State Playoffs. • 6 clinics. • 3 scrimmages. • State and local clinic. • 80%-90% on test. • 10 games. • Changes next year. • Close out dates on arbiter now. • I start scheduling February 2nd. • If you can’t umpire until 5:00 email me and put it on the block page of the arbiter. • Accept assignments on the arbiter. 3 days given accept as soon as you look. Don’t keep them pending. After 3days they are automatically declined. Expect a phone call. • Check the arbiter, your email and my website every day. • If you don’t block off a date and I give you a game on that date and you don’t accept it, I can’t use you.

  10. If you work for someone else…no problem, block those dates off. Stay open with us on Tuesdays and Fridays. • Check Protocol for turning games back and fines. • Email me conflicts of interest and put them on arbiter. • Some of you don’t have pictures on the arbiter yet. • Some of you haven’t paid state dues yet. No games, scrimmages or rule books until paid. • You must have the same email address on the arbiter, nchsaa and testing websites. • Booking fees after today will be $65.00 taken out of checks. • You’ll be paid every 3 weeks. • Crew Chief arbiter reports are due by noon the next day. • Late reports will carry a $25.00 fee. • Crew Chief is designated by the Red R on the arbiter on the schedule page. • Game time arrivals: • Middle School and Junior Varsity=30 minutes before. • Varsity 1 hour before. • JV umpires don’t leave until you see the varsity umpires. • Crew Chiefs contact partners 36 hours before. • If partner doesn’t respond 24 hours before the game call Gary. • Carry your cell phones on game days. • Have cell phones turned on 2 hours before game time. • Call your partner early if you are in traffic and have your pregame at that time. • If partner is not answering 30 minutes before game time call Frank or Renee. • Don’t change field positions unless Gary agrees to it. • Warning, write it down. • Restrict. • Disqualify/Eject. • Call Gary. • Do sample report on CUA website and send. • Hear back from Gary and send official report into NCHSAA. • Assistant Coaches don’t get same privilege. • Try to have head coach help you. Write it down. • If you restrict assistant coach…the head coach is also restricted. • If head coach doesn’t help you…restrict both of them. • Players or coaches ejected or DQed? 99% of the time I want a warning.
