General SGI framework • - How to build on Lisbon Treaty to strengthen protection of SGIs and universal service obligation (campaigns from : ETUC, CELSIG…) • - Monitoring and evaluation of liberalisation impact (Commission report due in 2008 with EP involvement) • Social Platform project on EU approach to « vulnerable customers » (in different areas)
Social Services • Development of Quality Framework (SPC working group to be set up) • PROGRESS projects on developing quality framework • Follow-up debate on applicability of internal market rules to social services (focus on role of non profit providers and public procurement) • Key EAPN concerns: affordability and participation
Energy poverty • - Follow-up debate on Energy Package (between Council and Parliament): no cuts off, energy poverty definition, action plans…. EP vote in May • Follow-up to the Charter on Energy Consumer Rights • Second Citizens’ Energy Forum in October (industry, national regulators, consumers) to develop recommendations. Which NGO involvement and focus on energy poverty? (so far « vulnerable consumers »)
Health Health inequalities (between and within EU countries): - public consultation until 1 April, SPC opinion by the Autumn - Commission communication end of the Year (new targets, mainstreaming, OMC?) + specific pillar in OMC Green Paper on Health Sector Workforce (end of March) Negotiation Directive on Patient Mobility (July 2008) Concerns: impact of emerging health market, keeping inequality and affordability at heart of debate
Financial services • - Follow-up to 2008 study and conference • Consultation on access to a basic bank account until early April: towards what? best practice, self-regulation, recommendation or regulation (Directive) • According to EC more interest from private sector than NGOs • EAPN concern: ensure that approach to financial inclusion goes beyond just basic bank account (cover credit, data, overindebtedness…)
