  1. Electronic QTG Presentation by: FlightSafety International 11-12 May 2004 eQTG Working Group

  2. eQTG Methodology • QTG: Electronic Data: The Foundation • Flight Test Data • Reduced from original. • Simulator Test Data • Support/Substantiation Data • Paper original scanned into Tagged Information Format (TIF) • Combine all items into one complete electronic document. • Produce for each phase of development: submittal, initial and recurrent. eQTG Working Group

  3. eQTG Mechanics • FSI Document Viewer: The Tool • Electronic presentation of QTG components. • Engineering tool for flight dynamics engineers. • Interface to simulation. • Run test on simulator and see results in viewer. • Data control. • See various test results quickly. Manual, n-1 simulator runs. eQTG Working Group

  4. eQTG Mechanics, cont. • View support/substantiation data. • Quality checking • Spell checker. • Integrity check • Missing Data • Incomplete data. • Scale resolution eQTG Working Group

  5. eQTG Production • FSI Document Viewer: The Results • Prepare • Develop model • Review results • Run quality check • Print QTG • Paper (Traditional) • Electronic (eQTG): Burn CD, DVD… eQTG Working Group

  6. eQTG Industry: Process • Each simulator manufacturer and aircraft training organization has their own: • Proprietary QTG software • Proprietary QTG data format • Must support multiple international government agencies. • Must produce one document: eQTG eQTG Working Group

  7. eQTG Format Objectives • Internationally • Recognized format • Accepted format • Computer platform independence • Zero financial cost to end user • Optional features on upgrade eQTG Working Group

  8. eQTG Format • Portable Document Format (PDF). • Rationale: • Format used by FAA to share documents with industry. • Internationally accepted. • Computer platform independent. eQTG Working Group

  9. eQTG Transport Medium • Now: • Compact Disk (CD). • Email. • size 20-100MB. • Future: • Digital Versatile Disk (DVD). • Web portal eQTG Working Group

  10. eQTG Submittal • Previous: • Paper and Electronic. • Binder. • CD. • Now: • Electronic. • CD, DVD or email. eQTG Working Group

  11. eQTG Initial Evaluation • Previous: • Paper and electronic. • Print automated and manual tests on paper. • Book: Master Qualification Test Guide (MQTG) is updated with paper copies. • File: Once paper MQTG is completed, an electronic file is created. • Now: • Same as above. • Begin using electronic signatures and electronic comments and move towards more fully electronic process and remove paper. eQTG Working Group

  12. eQTG Recurrent Evaluation • Previous: • Complete set of most recent results on paper. • Results compared to paper MQTG. • Now: • Same as above, no change. eQTG Working Group

  13. eQTG FSI Timeline • January 2001 • FSI begins development of eQTG capability • November 2001 • FSI introduces eQTG at meeting of with FAA in Atlanta. • March 2002 • FAA sponsored eQTG meeting in Atlanta. • June 2002 • FSI 1st eQTG submittal for Hawker 800 XP • July 2002 • Level D Qualified Hawker 800 XP • September 2002 • FSI presentation to FAA NSP team in St Louis. • Latest developments • Internal plan for deployment eQTG Working Group

  14. eQTG FSI Stats • eQTG Process Statistics • 22 simulator submittals using eQTG. • 21 qualified simulators using eQTG. • 9 qualified simulators with eQTG completed recurrent evaluations. • Government Agencies • FAA • JAA eQTG Working Group

  15. eQTG FSI Submittal • QTG Submittal Method eQTG Working Group

  16. eQTG FSI Issues • Submittal • Established process, all electronic • Initial • Established process • Paper produced for automated and manual tests. • Electronic copy of MQTG at completion. • Recurrent • No documented process for training center or FAA. eQTG Working Group

  17. eQTG FSI Issues: Recurrent • Users • Simulator Qualification Technician (SQT) • Training Center Program Manager (TCPM) • Principal Operations Inspector (POI) • Issues and comments • Comfortable with existing paper system. • Confidence lacking with new procedure. • Need education on how to work with eQTG. • Need eQTG review station: hardware. • FAA still expecting paper. • How to handle notes and signatures? • Can be a good thing! eQTG Working Group

  18. eQTG FSI Existing Fleet • 14 CFR Part 60 • Appendix A to Part 60—Qualification Performance Standards for Airplane Flight Simulators • 12. Additional Qualifications for a Currently Qualified Simulator • § 60.15.o • … After [date 6 years from the effective date of this rule] all MQTG’s, regardless of initial qualification date of the simulator, must be available in an electronic format, acceptable to the NSPM. … eQTG Working Group

  19. eQTG FSI Existing Fleet, cont. • Over 250 simulators • Various computer platforms • Mostly non-PC based • Satisfy 14 CFR Part 60 • Scan existing results • Develop new capability • Consider development cost eQTG Working Group

  20. eQTG Vision for Future • Develop online simulator database access. • Provide FAA, JAA web logon. • For each simulator: • Provide eQTGs for review at any time. • Submittal, initial, recurrent, MQTG or quarterly test results could be made available. • Provide a means to review open discrepancy reports (DR). • Provide a means to review the Simulator Component Inoperative Guide (SCIG). • Provide a logbook for comments, observations or notes. eQTG Working Group

  21. eQTG Vision Benefits • Online access benefit: • Allows for comparison • between similar simulators for eQTG or DR. • between MQTG and quarterly results. • Allows instant survey or inspection of any FSI simulator. • Could reduce FAA travel expenses. • Help to reduce mixed communication signals from TCPM and NSP. eQTG Working Group
