  8. Responsive Government Is A Widely Shared Value State and County elected officials of both parties • Hear from constituents about problems • Want to modernize service delivery, reduce complaints, end antiquated bureaucracy. • Want to reduce duplication and improve efficiency.

Improvements Benefit Children and Families • Getting families the whole work supports package will help them move up on the job. • Keeping children on health insurance without gaps will improve outcomes. • Understanding families’ needs all at once will help them solve their problems more quickly.

North Carolina Key Activities • Formalize and strengthen county and state partnerships. • Develop organizational culture that supports new service delivery system. • Build infrastructure to support new service delivery system. • Communicate the vision for a new service delivery system. • Increase capacity for data collection and analysis. • Reduce burdensome policies and procedures. • Perform staff development and readiness activities.
