NATURA 2000 NETWORK IN ITALY • In February 2008: • SPAs n. 594 – surface 4.370.168 Ha • SCI n. 2285 – surface 4.511.071 Ha • total national surface : 6.194.651 Ha (20,6% of the total Italian territory) • overlapping areas between SPAs and SCI were not included when calculating the total surface of Natura 2000 network

NATURA 2000 NETWORK: THE SPAs SITUATION IN ITALIAN REGIONS The more significant examples: • Emilia-Romagna – n. 75 SPAs, surface 175.919 Ha • Veneto – n. 67 SPAs, surface 359.822 Ha • Lombardia – n. 66 SPAs, surface 297.337 Ha • Toscana – n. 61 SPAs, surface 192.013 Ha • Piemonte – n. 50 SPAs, surface 307.743 Ha • Abruzzo – n. 5 SPAs, surface 307.956 Ha (including the Abruzzo National Park, 50.000 Ha)

BIRD DIRECTIVE AND HABITATS DIRECTIVE IN ITALIAN LEGISLATION • formal assimilation of Bird Directive n. 409/709/EEC in Italian legislation: hunting national law n. 157 of 1992 (article 1.4) • formal assimilation of Habitats Directive n. 43/92/EEC in Italian legislation: presidential decree n. 357 of 1997 (SPAs and SCI management measures of habitats and wildlife for Regional application) • in 1996, the National Committee for the protected areas established that SPAs and SCI should be compared to protected areas • in August 2006, the Minister of the Environment tried to issue a law-decree n. 251 about the conservation measures for SPAs and SCI instead of Regional authorities – very punitive for hunting, farming and angling!

  6. THE PRESENT SITUATION - the law-decree n. 251 was not turned in to law - in October 2007 a ministerial-decree of Minister of the Environment was approved - even this ministerial-decree provides restrictive measures for hunting,farming and angling in SPAs

HUNTING RESTRICTIONS UNDERTHE MINISTERIAL DECREE OF OCTOBER 2007 • For ALL SPAs is provided: • no hunting in January except for two fixeddays a week established by Regional/local authorities • no hunting of small game before the third Sunday of September • no training of hunting dogs (pointing dogs and hounds) before the 1st of September and after January 31 • no application of derogations underthe article 9.1.c of the Bird Directive • no lead-shot in wetlands • no small game repopulation (pheasant, red and grey partridge, quail, brownhare, etc.) • total protection of ptarmiganLagopus mutus, ruff Philomachus pugnax andtufted duck Aythya fuligula • no constitution of areas for hunting dogs training

Italian Hunters’ Associations in Italian FACE Delegation are working now: • for best hunting practices in SPAs • for a good management plan in every SPA in cooperation with local authorities, farmers and anglers • for a amendment of the ministerial-decree of October 2007 • for an implementation of SHI (Sustainable Hunting Initiative) in the matter of Natura 2000 Network • THANK YOU FOR YOUR ATTENTION!
