Brief Over View Some Statistics on Tenali ULB Need for New Model Single Contract for Bulk Purchase of Dry Waste from ULB - facing implementation issues such as piling up of dry waste for months due to failure on the part of the contractor . Segregation of Dry Waste into Plactic, Paper , Glass etc not done BEFORE SALE BY ULB. New Model Creates an incentive and interest among D2D Workers. Segregation of Dry Waste BEFORE SALE BY ULB, with rate decided by the Market. Started from JUNE 2014. • Population : 1.65 Lakhs • Waste Generated: 90-95MTD • Area:16.01 Sq Km • Permanent PH Workers:154 • Outsourcing PH Workers including Drivers :302 (CPHEEO Norms adopted) • Tractors:13 • Autos:21 • Pushcarts:60 • Dry Waste:12 MTD • Number of Wards:40 • Sanitary Divisions:9

Step 1: • Problems with Present System appraised to Council/SO and CR for implementing the 50-50 sharing model is taken vide C.No.2297/13 , dt:5-06-2014 (F1). • The Dry Waste Collected by D2D Workers is sold on the same day itself at Divisional Offices with 50% of proceeds going to workers and remaining 50% remitted in treasury by SI/Mastry/Nagar Deepikaon the same day . • Record maintained by SI and also Nagar Deepika (40 Nagar Deepikas for 40 wards). • Model implemented using Push Carts (45 Pushcarts introduced) and model can be tried out by the ULBs, with suitable adaptations- for 2014-15- as the Financial Year is at the beginning stage.

  4. Process: Push Carts With Proper Kits to Workers and separate bags for Plastic Waste.

  5. Big Bags @ 3 per ward ( 1bag – plastic, 1 for paper and 1 for other dry waste such as bottles etc)for storing the Plastic Waste till all the households are covered on the day .

  6. Taking the Big Bags to Divisional Office after all Households are covered in the ward (s)

  7. Sale at Divisional Office – Any Local Buyer can come Weighing Machine

  8. 50% to Workers with proper record and 50 % remitted to treasury on the same day.

  9. Some changes noticed during the 15 days • Interest and owning up of D2D Collection by D2D Workers. • Increase in collection of Plastic Waste. Now nearing 20 MTD from 10-15 MTD. • Increase in rates given to dry waste collected as Dry Waste is segregated by Workers - for getting better rate. • At this rate it is expected that even 50% of ULBs share will near the earlier Models amount .

  10. Notes • Only D2D Workers are given the incentive and not all the workers. • Waste Characterization now started as Segregation at first level is improved and recorded. • 30 minutes extra time is being taken for D2D Collection in the morning session. • Next report to be shared after system stabilization with any improvements/changes made.
