SGC & OPR Strategic Growth Council The Strategic Growth Council (SGC) coordinates the activities of State agencies and partners with stakeholders to promote sustainability, economic prosperity, and quality of life for all Californians. Office of Planning & Research OPR serves the Governor and his Cabinet as staff for long-range planning and research, and constitutes the comprehensive state planning agency.
