Developing the District Improvement PlanMaterials Needed to Develop the Plan Required Materials • Districts comprised of a single school complete a single, combined district/school improvement plan. • All other districts will need two documents: District Improvement Plan Instructions and District Improvement Plan Template Please note that the documents and forms are different for Title I and non-Title I districts. Please make sure to use the documents appropriate for your district.

Developing the District Improvement PlanLocation of Materials on the NHDOE Website From the NHDOE home page at http://www.education.nh.gov/: • For Title I Districts: • Select “T” on the subject index alphabet in the top section of the homepage • Select “ Title I, Part A” • Select “Title I Districts in Need of Improvement (DINI) Information” • Select and download the documents appropriate to your district. • For Non-Title I Districts: • Select the letter “D” on the subject index alphabet in the top section of the homepage • Select “Districts in Need of Improvement” • Select “2011-2012”. The Improvement Plan Instructions and Template are located in the “District Improvement Plan Instructions and Materials” section. • Reference Materials: All reference materials, including this power point, are located in the “District Improvement Plan Instructions and Materials” section of the DINI web page.

  7. Developing the District Improvement PlanDistrict AYP and the DINI Designation • District AYP is calculated for students in the aggregate for whom the district is responsible. Out-of-district students are included in the district AYP calculation. • Districts comprised of only one level (elementary/middle OR high school) that do not make AYP in a content area are reported as “did not make AYP” in the applicable area. • Districts comprised of two levels (elementary/middle AND high school) must miss AYP in the same content area at both levels to be reported as “did not make AYP” in that area. • The DINI designation is made when a district does not make AYP for two consecutive years in the same content area. • To MAKE AYP, a district comprised of two levels only needs to make AYP at one of the two levels to be reported as making AYP in the applicable content area.

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 1 and 2 of the “Instructions” Document) New Hampshire’s school and district accountability statute (RSA 193:H) requires the development of a district improvement plan for any district officially designated as a district in need of improvement. The plan must describe at a minimum: (1) the area(s) in which the district did not make adequate yearly progress for two consecutive years, resulting in the designation as a district in need of improvement; (2) measurable goals and objectives to reduce identified achievement gaps in the identified content area(s);

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 1 and 2 of the “Instructions” Document) (3) the activities the district will implement to address and improve the underlying issues most likely affecting student achievement in the identified area(s); (4) a description of how the activities will improve outcomes for low-achieving students; and (5) a Memorandum of Understanding signed by the Superintendent of Schools, assuring that certain practices and policies are established and implemented.

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 1 and 2 of the “Instructions” Document) Districts receiving Title I funds must also meet the requirements set forth in Section 1116 (b) of the federal No Child Left Behind Act of 2001. In addition to the previously referenced items (1) through (5), improvement plans for districts receiving Title I funds must include: (6) the professional development needs of the instructional staff serving the district;

Developing the School Improvement PlanState and Federal Statutory Requirements(Pages 1 and 2 of the “Instructions” Document) (7) improvement plan strategies that: • address the fundamental teaching and learning needs in the schools; • address the specific academic problems of low-achieving students; • are supported by scientifically-based research; • have the greatest likelihood of improving the achievement of students; • promote effective parent involvement in the schools; and • incorporate as appropriate, activities before, after school, during the summer and during an extension of the school year;

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 1 and 2 of the “Instructions” Document) (8) an assurance that parents, school staff and others were consulted in designing the plan; and (9) the technical assistance requested by the district from the NH Department of Education or other technical assistance providers.

Developing the District Improvement PlanState and Federal Statutory Requirements(Page 2 of the “Instructions” Document) Duration of the Plan The district improvement plan is in effect for a two-year period (school years 2011-2012 and 2012-2013). While your planning process should encompass a two-year period, you will be submitting an action plan for the 2011-2012 school year only. The “district in need of improvement” designation is removed once the district makes Adequate Yearly Progress (AYP) for two consecutive years in the content area(s) that caused the designation.

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 1 and 2 of the “Instructions” Document) Required Focus of the Plan In contrast with other strategic plans which may be broader in scope, this improvement plan must be specifically focused on improving student achievement in the areas in which the district did not make Adequate Yearly Progress (AYP), resulting in the designation as a district in need of improvement.

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 3 and 4 of the “Instructions” Document) Deadline for Submission In accordance with state and federal law, the plan must be submitted no later than 90 days from the date the designation as a district in need of improvement is official. The designation is official at the close of the AYP appeals process on May 9, 2011. The Parent Notification letter must be disseminated to parents/guardians and teachers. Deadline for approval of the Title I DINI parent/guardian notification letter is June 15, 2011 (should be received by the NHDOE by May 13th). Deadline for submission of the first phase of the District Improvement Plan is 90 days from May 9, or August 5, 2011

Developing the District Improvement PlanState and Federal Statutory Requirements(Pages 3 and 4 of the Instructions Document) Phase 1 Deadline: August 5, 2011 The following Phase 1 components must be submitted: • 1A District Improvement Plan Cover Page • 1B Phase 1 Abstract (including demographic information) • 1C Memorandum of Understanding With Original Signature • 1D Parent Notification Letter (Title I Districts)

The Planning Resourcesdocument which contains self-assessment tools to begin the process of reviewing the district’s strengths and weaknesses in relation to research-based best practice: Continuum for School Planning or Center for Innovation Steps to Success (on-line) These tools guide the “root cause analysis” process and provide links to “research” to answer the questions “Where are we now? Why? What are the next steps”

Developing the District Improvement Plan(Planning Resources Document) The process outlined in Parts A and B of the Planning Resources document encourages the following activities for developing the plan: • Establishing a core district improvement planning team with clear roles and responsibilities; • Conducting a “check-up” (Self-Assessment) of current district practices and programs designed to improve student achievement, so to answer these questions: What did we implement and why? (the “Here’s What”) What were the results? (the “So What”) • Identifying the location of student achievement gaps (which students are falling behind and in which areas);

Developing the District Improvement Plan(Planning Resources Document) • Identifying the possible contributing factors (conditions, issues, practices, or policies); • Determining which factors are within the district’s control and deciding what to tackle first (prioritizing); • Creating an action plan (the “Now What”); • Ensuring the plan is monitored for effectiveness as well as timely implementation.

  24. Developing the District Improvement Plan(Planning Resources Document) Some districts have found it helpful to acquire the services of an outside facilitator to guide the team through this planning process. See Part C of the Planning Resources document for a list of experienced facilitators.

Center for Innovation and Improvement As NH is a Pacesetting State for the Center for Innovation and Improvement Steps to Success initiative a coach will be provided to assist new DINIs that elect the on-line self-assessment process.
