Phase 1 and 2 Settlement - Overview • Phase 1 LFC Testing (completed) • No Zonal Settlement Impacts • Phase 2 LFC Testing – Individual QSE Test (completed) • ERCOT Operators issued Settlements VDI noting test Start and Stop Times • Settlements did not calculate URC for the hour before the test, the hours of the test, and the hour following the test • QSEs received an SCE exception throughout the test intervals noted on the VDI

Phase 3 Full-System LFC Test Conducted as part of Market Trials Phase 5 Activities • 2-Hr Test – Operating Day 5/20/2010 • 8-Hr Test –TBD • 48-Hr Test - TBD RTM/LFC Market Trials Testing documentation and LFC settlements white paper located at: http://nodal.ercot.com/readiness/markettrials/rtm/index.html ERCOT will use the same approach and methodology as was utilized for the previous full system LFC test (late spring ‘08)

Phase 3 Settlement - Assumptions • The Nodal resource specific energy offer curves provided by QSEs will be representative of the Balancing Energy Service Bids submitted to the Zonal Market during LFC System testing. • QSEs will continue to update their Zonal Resource Plans and Base Power Schedules during the test period • QSEs shall continue to update their Zonal Schedules and BES offers throughout the test period. • QSEs shall follow the base points provided by the Nodal System and ignore instructions from the Zonal System. • The same constraints will be activated in both Zonal RTCAM and Nodal TCM, and the same resources will be deployed to resolve local congestion by both the Zonal and Nodal Systems.

Phase 3 Settlement - Details • Transactions will be settled according to the Zonal Protocols using MCPEs calculated in the Zonal Market. • All QSE VDI will be issued to define the “test period” • Test period starts when first QSE is brought under Nodal control and stops when last QSE is returned to Zonal Control • 2-Hr Test Start - Stop: IE 1115 - IE 1300 • Settlements will not calculate URC during the “test period” • URC will not be calculated for the hour before test period, the hours during the test period, and the hour following the test period • 2-Hr Test URC Exemption period: IE 1015 - IE 1400 • All QSEs will receive an SCE exception during the test period (TRE) • Settlements will replace Zonal Instructed Output levels for all units deployed in the Zonal Market for OOME and Local Balancing with averaged SCED base points

  7. Use of Nodal Base Points • Nodal SCED base points will be utilized to calculate a 15-minute instruction, which will be used when settling OOME and Local Balancing. The calculation is similar to the Nodal “AABP” calculation. • Details can be found in Zonal Protocols section 6.8.2.3 AABP = ((BP y + BP y-1)/2* TLMP y) / (TLMP y) NOTE* The average regulation instruction will not be factored into the base point in order to ensure similarity between the SCED base point and the Zonal calculated instructed output level.

  10. Bill Determinant and Extract Details • Settlements will determine which units received a Zonal unit specific instruction during Phase 3 LFC Testing. Unit Specific instructions consist of the following Bill Determinants: • OOMIOL – OOME Instructed Output Level • OOMEVDI – VDI OOME Instructed Output Level • LEIOL – Local Energy Instructed Output Level • Settlements will request all SCED generated base points for the generation resources that received Zonal unit specific instructions • Settlements will average the base points into 15 minute settlement values • The average base points will replace the original OOMIOL, OOMEVDI and LEIOL values • The updated values will be imported to the Settlement system before Initial Settlement • Both the original and updated OOMIOL, OOMEVDI and LEIOL values will be found in MOS_METER_DATA worksheet of the Client Data Report
