Move Update Standards • What is Move Update? • A means to reduce the amount of mail that needs forwarding or return by matching mailer’s address record with USPS change of address (COA) files • Not to be confused with CASS requirements which standardize the delivery address only • Move Update matches the addressee’s name with our COA records

  3. When? • Changes Effective Nov. 23, 2008 • Mailers must have updated the addresses on their lists prior to mailing using a Postal approved method.

  4. Who does it affect? • Now includes Standard Mail as well as First-Class Presorted and automation mail • Minimum frequency increased to 95 days (from 185 days)

  5. Why the changes?? • Standard Mail accounts for 62.8% of all UAA mail volume • FY 2004 – 9.7 billion pieces of UAA mail cost the USPS $1.8 billion • Will result in better address quality

  8. NCOAlink Product • Database of 160 million permanent COAs • Enables mailer to process and update lists prior to mailing • Can be integrated into mailer’s computer systems • Must be licensed by the USPS

FASTforward MLOCR processing • FASTforward Multiline Optical Character Reader (MLOCR) is a system containing more than 40 million permanent change-of-address records filed with the USPS® from the previous 13 months • Allows physical mailpieces to be updated in-house against the USPS change-of-address database. If a change-of-address is provided, the new address is printed directly on the mailpiece. Licensees receive COA updates weekly via CD. • FASTforward Licensees must maintain MASS certification for each optical character reader processing the FASTforward service. • Annual License Fee: $5,000.00

ACS – Address Change Service • Electronic process provides mailers with COA information or reason for nondelivery • Reduces manual notifications • Addresses must be electronically formatted • ACS participant code (NCSC assigned) used with ancillary endorsement • Optional ACS keyline for customer information

OneCode ACS • Automated process for letters and flat-size mailpieces bearing an Intelligent Mail barcode • Used on First-Class Mail, Standard Mail, and Periodicals • Electronic notices processed using Intelligent Mail technology • Only automated First-Class Mail and Standard Mail letters qualify for automated address correction prices when using the Intelligent Mail barcode

OneCode ACS • NCSC provides the numeric OneCode ACS Mailer ID, the equivalent of a participant code, to authorized mailers using an Intelligent Mail barcode • Per automated notice issued: • First-Class Mail letters (first two notices)—$0.00 • First-Class Mail letters (per additional notice)—$0.06 • Standard Mail letters (first two notices)—$0.03 • Standard Mail letters (per additional notice)—$0.18

Ancillary Service Endorsements • Endorsements that provide the mailer with manual address corrections (COAs) or reason for nondelivery • Extent of service (forward, return, disposal) depends on class of mail and ASE used • COA/nondelivery info provided on piece or via PS Form 3547 • Costs depend on class of mail and service

  24. Customer Question: • Can I satisfy the Move Update Standard by using an ancillary service endorsement on my mailing that I plan to mail in December?

  25. Answer: Your mailing addresses must be updated before mailing if mailed after November 23rd. You would have to use a pre-mailing method.

  26. Customer question: I added a new customer’s address to my mailing list that is already Move Updated. Now what?

  27. Answer: Don’t worry! A new address provided directly by the customer can ‘ride’ with the list until the next cycle for update.

  28. Customer question: What proof do I have to provide to the USPS that I have fulfilled the Move Update requirements?

  29. Answer: Your completion and signature on the postage statement fulfills this requirement. (Records must be available on demand).

  31. Customer question: I have CASS certified address-matching software. Does this meet the Move Update Standard?

  32. Answer: CASS software validates and standardizes the physical address. It does not perform a name lookup.

  33. Customer question: I’m a mailing house and my customer has provided a mailing list that he states has been Move Updated. I’m responsible for this mailing. How can I protect my company if problems appear after the mailing is processed?

  34. Answer: Require your customer to complete PS Form 6014 and keep on file at your business.

  35. Customer question: If I use an alternative address format (Postal customer; …or Current Resident), do I have to perform a Move Update process on my list?

  36. Answer: The mailpiece will be delivered regardless of who lives at the address.

  37. Customer question: I only mail two times a year. How often do I have to Move Update my mailing list?

  38. Answer: Your list would have to be updated with an authorized Move Update method no more than 95 days before each mailing.

  39. Customer question: Can I use an ancillary service endorsement to update my list before November 23, 2008?

  40. Answer: In order to be in compliance on Nov. 23rd, you must begin using the ancillary endorsement on Aug. 20th.
