  4. TSS Approval Items at PCC March 2012 Meeting • TSS Charter was approved • 2011 Annual Study Assessment was approved • Thanks to Tom Green and other TSS members for providing their comments to SRWG • Revised 2012 Study Program was approved April 25 - 27, 2012 TSS Meeting

March 2012 PCC Meeting • This group, JSIS is to use studies to develop guidelines for operators during periods of oscillations. • These oscillations are from the natural modes of system, but may shift year to year and they have been observed in the WECC system for at least 20 + years. Goal is to understand and detect problems when and before they occur. April 25, 2012 TSS Meeting

March 2012 PCC Meeting • WECC Board Chair discussed the WECC Strategic plan, need to reduce the frequency and duration of outages, facilitate the integration of renewable, cost effective / efficient use of WECC assets, interconnection wide studies to support reliability and resource adequacy, identify and mitigate risks to system reliability, improve the organizational readiness to respond to external drivers, data/analyses to support decisions. VGS - looking into contingency reserves max penetration of Variable generation. Working on 2012 goals, and enhanced curtailment calculator. April 25 - 27, 2012 TSS Meeting

  7. March 2012 PCC Meeting • The PCC is working on mapping current NERC planning requirements to TPL-001-002 • There was an event analysis process update from Steve Ashbaker of WECC. NERC is requesting a list of the Remedial Action Schemes, RAS used in WECC. The Board Chair Discussed the need of a joint session of the standing Committees as WECC Members are losing valuable networking opportunities without the joint session.   8. March 2012 PCC Meeting The PCC is working on mapping current NERC planning requirements to TPL-001-002 There was an event analysis process update from Steve Ashbaker of WECC. NERC is requesting a list of the Remedial Action Schemes, RAS used in WECC. March 2012 PCC Meeting • PacifiCorp has previously suggested that detailed study and reporting of impacts due to Category (D) events, particularly “loss of entire corridor” events, be made a formal part of the WECC Three Phase Rating and Review Process and Policy. This would allow WECC and all interconnected parties to be made aware of the impacts related to multiple transmission lines in corridor outages, and to prudently avoid that risk where viable alternatives exist to do so. Therefore, PacifiCorp urges the drafting team to revisit this aspect of the proposed modification in this criterion with regard to High Capacity EHV transmission lines and its potential reliability impact to the Western Interconnection.   10. (1) Hassayampa-Jojoba & Hassayampa-Pinal West and (2) Jojoba-Kyrene & Hassayampa-Pinal West 500kV Line Outages to Category D • Based on the MTBF. Robust Line Design analysis and maintenance practices, it is recommended that the (1) Hassayampa to Jojoba and Hassayampa to Pinal West and Jojoba to Kyrene & Hassayampa to Pinal West 500kV n-2 line outages be moved to Category D (extreme events) with no other conditions or requirements.   12. PROMOD Program • WECC staff has gotten the PROMOD program to work as or with probabilistic assessment, the results showed no unserved energy as a result • WECC staff will also do work on a vulnerability assessment as well, the 3 docs from the LRS, the Power Supply Assessment, PSA, is redundant, the Power Supply Assessment will be done this year and not be done next year April 25 - 27, 2012 TSS Meeting
