  1. Part I. Infrastructure and Charging • What role should government play in charging infrastructure and the charging market? • If state government can prioritize certain actions in the next 12-18 months in this area, what should they be? • How should government direct limited funding it can invest in infrastructure and charging? • Beyond funding, what else should government focus on regarding infrastructure? • What mistakes should governments avoid (or stop) making in helping to develop the “ZEV Ecosystem?”

  2. Three questions • Biggest problem/challenge with infrastructure • Where to spend public funding? • Most important non-funding thing the state can do for infrastructure.

  3. Three questions • Biggest problem/challenge with infrastructure • Commercial rates for EV charging & demand charge issues – inconsistency across areas • Where to spend public funding? • EV charging infrastructure that enables interoperability • Vehicle buy down incentives &/ treatment for sales tax – level sales tax rates w ICE & @ point of sales • Hydrogen fueling infrastructure • Stationary energy storage to regulate peak energy needs, etc. • Most important non-funding thing the state can do for infrastructure. • Codes & standards w General Plan updates • Consumer education, esp re fleets • Sales tax policy change (access incentives indirectly, revenue neutral for localities & the state (?))

  4. Three questions • Biggest problem/challenge with infrastructure • PUC & antiquated tariffs – affordability moving forward • Regulations for private chargers in public right of way (share a plug on the street) • Citing structures/charging strategically (airport example – long term parking v limo) • Where to spend public funding? • Fuel station of the future that includes electric charging (visibility) • Most important non-funding thing the state can do for infrastructure. • Education – leverage current drivers • HOV lane access • Consider charging stations, etc. essential – ADA requirement idea

  5. Three questions • Biggest problem/challenge with infrastructure • Fleet manager – interoperable & data in cloud system (consolidated) • Load strain on the grid – efficiency upgrades • Where to spend public funding? • Incentivize companies w charging to develop #1 • Efficiency to help w #2 • Pilot projects – renewable in parking lots • Most important non-funding thing the state can do for infrastructure. • Social media & other awareness (schools, etc.)

  6. Three questions • Biggest problem/challenge with infrastructure • Multifamily housing units – older structures – codes, metering, etc. • Where to spend public funding? • Incentives to reduce cost of infrastructure • Most important non-funding thing the state can do for infrastructure. • EV Code of Conduct (for drivers; contents TBD  )

  7. Three questions • Biggest problem/challenge with infrastructure • Matching charging requirement w charging need (consumer education, strategic deployment/pricing) • Facilities that need actual improvements don’t have the capacity (upfront barriers) • Where to spend public funding? • Educational process; leverage institutions • Small increments to the hard costs of improvements • DC fast on the highway (dummies? ) • Most important non-funding thing the state can do for infrastructure. • Amber alerts – DRIVE EV • Community based solar & ev infrastructure together

  8. Three questions • Biggest problem/challenge with infrastructure • Lack of fast chargers; queuing/making sure you can actually use charging; cost of retrofits/scaling is a barrier; multiunit dwellings; lack of consistency in codes • Where to spend public funding? • Small # of strategic DC fast chargers • Ubiquity of low-cost charging • Rebate remains really important @ point of sale • Most important non-funding thing the state can do for infrastructure. • Submetering • Codes for new/pre-wiring • Standardization • Dealing w demand charges • HOV access – raise the bar over time

  9. Three questions • Biggest problem/challenge with infrastructure • No coherant long term plan; premature reg; unfulfilled promises; no forum ; lack of business model around charging stations; lack of cell/utility coverage; care & feeding of charging stations (lack) • Where to spend public funding? • Incentives for vehicles; easier to get the $$; incentivize gas stations/car washes (where o; focus on areas w air quality issues; codes/standards • Most important non-funding thing the state can do for infrastructure. • Put out the plan and follow it; designate a leader; extend HOV access; enforce codes & standards
