  2. Background • In July of 2012 the ISO increased the TMNSR requirement; • The Tariff proposal to increase the Forward Reserve requirement was: • Voted by the Markets Committee at its October 2012 meeting; • Voted by the Participants Committee at its November 2012 meeting; and • Filed with the FERC on November 27, 2012 (ER13-000) to be effective March 1, 2013.

  3. Manual M-36 Changes • Section 2.2.2 revised to: • Delete “minimum” before “requirement”; and • Replace a sentence and numbered subparagraphs summarizing Section III.9.2.1 with a reference to that Section.

  4. Manual M-28 Changes Section 1.1(10): Reference to M-36 modified to refer to Section III.9.2.1. Section 2.1: Delete reference to Section 4 of M-36.

  5. Proposed Schedule

  6. Proposed Schedule Notes The proposed schedule up-dates the Manuals about one month after the Effective Date of the controlling Tariff provisions; A three-meeting process would make these revisions effective in May of 2013. The proposed schedule presumes there would be no objection to doing these revisions in two meetings rather than the usual three; If there are objections, the ISO will request a vote here in April and a Participants Committee vote in May.
