  3. High Skill 2012-2013 Budget Cuts • FY 2012 budget update: last month President Obama released the administration’s FY 2012 (2012–13) budget. It included significant cuts to Perkins. Like the FY 2011 proposal, the budget calls for merging Title I state basic grants with Tech Prep. The proposed appropriations for Title I is $1 billion dollars, a cut of 13 percent from current levels. The rationale for the cut is that CTE programs are • not providing sufficient data to prove their effectiveness, • inconsistent in quality, • preparing too few students for postsecondary programs, • and often not aligned with high-skill, high-demand occupations.
