  8. Virginia’s Chesapeake Bay TMDL • 39 Segmentsheds • 3 Pollutants • 117 TMDLs

  9. Chesapeake Bay TMDL Allocations • Individual Waste Load Allocations (WLAs) • 88 Significant Wastewater/Industrial Facilities • 11 Large MS4s • Aggregate WLAs (in each of 39 Segmentsheds) • Small MS4s • Non-Significant Wastewater/Industrial Facilities • James River Significant Wastewater Facilities • Regulated Animal Operations • Aggregate Load Allocations (LAs) • Agriculture • Urban • Onsite • Air Deposition to Non-Tidal Water • Forest 9

  10. Watershed Implementation Plan (WIP) Phase I WIP Proposes a broad expansion of the existing nutrient credit exchange Includes plan for the James River for additional study of the current chlorophyll standard Extensive implementation of resource management plans on agricultural land Vastly improved accounting of voluntary practices Improved implementation of forestry water quality BMP requirements 10

  11. Watershed Implementation Plan (WIP) Phase II WIP • Further divide final Bay TMDL allocations for 39 segments into local area targets • Work with local elected officials, staff, conservation districts, watershed associations and citizens to identify strategies to be implemented to reduce delivered loads to the Bay • Provide additional detail on programs, technologies, and practices to implement by 2017 • Include updates resulting from revisions to the Watershed Model v5.3.2. • Include specific programs and practices in the first 2-year milestones (2012-2013) 11

  12. 2012-2013 Milestones • Programmatic Milestones • Major deliverables to support implementation • 51 specific Milestones across all sectors • Implementation Projection • Forecast for 2013 developed in 2011 • Cumulative BMP Units - 3.46 Million BMP Units • Modeled on projected 2010 Landuse • Load Reduction Milestone • Nitrogen: 62.4 Million lbs/year • Phosphorus: 8.05 Million lbs/year • Sediment: 3.625 Billion lbs/year 12

  13. Implementation Reporting Process • Potential Sources of Implementation Data • State Agencies • Federal Agencies • Local Governments • Federal Facilities • Non-Governmental Organizations • Deadline to submit data to DEQ: • October 1st of each year • DEQ submits data to EPA via NEIEN • From October 16th through December 1st • EPA Transfers data from NEIEN to the Modeling Systems • EPA Runs the Watershed Model to estimate loads • Results finalized in early March as annual progress 13
