  3. Review of WTSA-2000 results • ITU-T Reform progressed (AAP, Term of office, Associates) • Insufficient reorganization of Study Groups • Use of AAP should be encouraged, with common understanding of the procedures

  4. Further improvement in working method • Complete paperless meeting • Reduction of overhead in working procedures • Similar procedures to those of Forums and Consortia • Two layer structure of project oriented WPs and WGs • English only meeting

  5. Further improvement in working method (Cont’d) • Dynamic restructuring of WGs and WPs with promotion of new work • WGs formed based on contributions (e.g., input of Draft Recs). • Open mechanism to accept new proposals (e.g., Similar to IETF BOF) • Procedures of deleting WGs and WPs • Encourage new work and consequently allow some duplication between WGs leaving final selection by the market.

  6. Maximum Term of Office and Qualification of officers • Maximum term of office of four (4) years instead of eight (8) years to promote new ideas • No consideration of transition period • MS or SM direct employees (not consultant basis) who face new innovations of technology • No full time officers • Young enough to make changes

  7. New framework of WTSA • Discontinuation of Study Period concept • More frequent WTSAs (e.g., every two (2) to three (3) years) focusing their agenda on important issues • More harmonization with RA and other Sectors • No suspension of SG activity due to WTSAs

  8. Toward a new ITU-T • More flexible and E-mail based working method • Keeping openness to new ideas and project oriented handling of them • Dynamic changes of its structure under the leadership of officers with new ideas
