  2. First CDMA450 network in Russia (SKYLINK) was launched on December, 16 2002 Infrastructure equipment: Lucent Technology Simultaneous operation of two networks analog NMT-450 digital CDMA450 in the same with NMT frequency band (4.5 MHz) CDMA450 Network Launch in St. Petersburg

In November, 2003 CDMA450 network in Moscow was launched All NMT operators obtained the CDMA-450 licenses in the end of last year The major part of them will be united under SKYLINK “umbrella” There are 5 acting CDMA-450 networks with total number of subscribers about 100 000 SKYLINK metworks: St.Petersburg Moscow Acting operators which were launched not under SKYLINK brand) Kemerovo Bashkiria Nizhnevartovsk Other SKYLINK fragments are to be launched till the end of this year: 12 large cities, including main regional centers with the population over 1 mln, such as : Nizhny Novgorod (Central region) Ekaterinburg (Urals region) Novosibirsk (Siberian region) SKYLINK in Russia. Coverage area - St. Petersburg and its suburbs, North-West region of Russia (Novgorod and Pskov region, Rep. of Carelia) The North-West fragment of all-Russia SKYLINK network Total number of BTS – 195 To be increased up to 225 till the end of this year Number of subscribers – 72 000 in St.Petersburg The coverage is almost the same as in NMT network Huge average traffic per user: MOU = 1500 min ARPU = $68 Comparing current MOU with the average, normal subscriber’s traffic, the load of network is equal to 700 000 subscribers Network capacity was increased by launching 2nd carrier (2x) SKYLINK is the first CDMA450 operator who use 2x The most cost effective solution 2nd carrier (2x) was implemented only in the city boundaries, at the 100 BTS (130 BTS till the end of this year) Delta Telecom - the most developed fragment of SKYLINK in Russia

Highly competitive environment: 4 GSM operators in St.Petersburg Total subscriber base is more than 3.5 mln. subscribers Penetration > 65% Basic marketing strategy: Orientation to profitable and heavy speaking business subscribers willing to use data transmission (HSPD) Combination of voice services and HSPD services Offering packages, including voice+data for the fixed price: Voice included in the package – 500 / 1000 / 1500 / unlimited minutes Monthly fee for package – from $20 to $90 Successful SKYLINK development strategy in St.Petersburg

  9. HSPD subscriber’s demand • HSPD promotion (free of charge unlimited HSPD traffic) demonstrated the huge interest of the subscribers to this service • After 2x implementation and after decreasing the load of BTS, the average data speed in the city increased to 50-60 Kbits/sec

Current status of CDMA450 infrastructure equipment • Since the launching of CDMA450 network in St.Petersburg the situation has been essentially changed • The number of infrastructure vendors increased • The products of 4 vendors certified in Russia (Lucent, Huawei, ZTE, Nortel) • Ericsson, Samsung and Alcatel expressed their intention to produce & certificate CDMA450 equipment

Current status of CDMA450 mobile equipment • At the early stage: • Only two not attractive and very expensive models • The lack of mobile terminals was essential disadvantage • At present: • Range of mobile terminals, including PCMCIA cards are going to be significantly increased • The number of handset vendors increased from 2 to 9 • 9 models including Compact Flash card for PDA & PC are already sold in our market • About 10 models of different levels (hi-, mid- and low-end) are expected to commercially appear till the beginning of next year
