Main characteristics of transnational projects • „Soft” projects of transnational relevance • cca 250 Meur total programme budget • 4-5 calls on a yearly basis • Lead partner principle • 8-12 partners from 4-5 countries • 2-3 years of project duration • 1.5 - 2 Meur average project budget • 85 % financing of the costs + national cofinancing • Post financed(6 months reporting) • SEE: two step application procedure

  10. Priority 1 - Facilitation of innovation and entrepreneurship Areas of intervention • 1.1 Develop technology & innovation networks in specific fields • 1.2 Develop the enabling environment for innovative entrepreneurship • 1.3 Enhance the framework conditions and pave the way for innovation

Priority 3 -Improvement of the accessibility Areas of intervention • 3.1 Improve coordination in promoting, planning and operation for primary and secondary transportation networks • 3.2 Develop strategies to tackle the “digital divide” • 3.3 Improve framework conditions for multi-modal platforms

Priority 4 - Development of transnational synergies for sustainable growth areas Areas of intervention • 4.1 Tackle crucial problems affecting metropolitan areas and regional systems of settlements • 4.2 Promote a balanced pattern of attractive and accessible growth areas • 4.3 Promote the use of cultural values for development

Priorities: CE Priority 1: Facilitating innovation across Central Europe • enhancing the framework for innovation; • establishing the capacity to diffuse and apply innovation; • fostering knowledge development. Priority 2: Improving accessibility to, and within, Central Europe • improving Central Europe’s interconnectivity; • developing multi-modal logistics cooperation; • promoting sustainable and safe mobility; • promoting information and communication technology, as well as alternative solutions for enhancing access. Priority 3: Using our environment responsibly • developing a high-quality environment by managing and protecting natural resources and heritage; • reducing the risks and impacts of natural and man-made hazards; • supporting renewable energy and increasing energy efficiency; • supporting environmentally friendly technologies and activities. Priority 4: Enhancing competitiveness and attractiveness of cities and regions • developing polycentric settlement structures and territorial cooperation; • addressing the territorial effects of demographic and social change; • capitalising on cultural resources, to make cities and regions more attractive.

Eligibility of partners: SEE - Public bodies - Bodies governed by public law - Bodies governed by private law Bodies governed by public law: (a) established for the specific purpose of meeting needs in the general interest, not havingan industrial or commercial character; (b) having legal personality; and (c) financed, for the most part, by the State, regional or local authorities, or other bodiesgoverned by public law; or subject to management supervision by those bodies; or having anadministrative, managerial or supervisory board, more than half of whose members areappointed by the State, regional or local authorities, or by other bodies governed by publiclaw.

  17. Eligibility of partners: CE No restrictions by type of institution or legal status but obligatory self-assessment and declaration with regard to „State Aid Principle”

Involvement of non-member state partners • Harmonisation of IPAand ENPIfunds with ERDF • Application of the 10% rule for external partner countries (ERDF may finance expenditure incurred on the territory of countries outside the European Community up to a limit of 10% of the amount of its contribution to the SEES programme): This kind of extension of the eligible ERFA program area might affect Moldova, relevant regions of Ukraine and the concerned accession and pre-accession countries of the program area.

Interregionalcooperation (INTERREG IVC) Overall Objective • Improve the effectiveness of regional development policies • Contribute to economic modernisation and increased competitiveness of Europe by - Enabling exchange of experiences and knowledge - Matching less experienced with more advanced regions - Ensuring transfer of good practice identified into mainstreamprogrammes
