Security Levels • The International Ship and Port Facility Security Code Part A 2.1.9 to 2.1.11 defines the three security levels that are recognized around the world. • The setting of the security level at any particular time is the responsibility of Contracting Governments and can apply to ships and port facilities.
Security Level 1 • The level for which minimum appropriate protective security measures shall be maintained at all times • “ The normal working security level that must be maintained at all times”
Security Level 2 • The level for which appropriate additional security measures shall be maintained for a period of time as a result of heightened risk of a security incident. • “Increase of security measures due to a higher risk or possibility of a security incident”
Security Level 3 • The level for which further specific protective security measures shall be maintained for a limited period of time when a security incident is probable or imminent, although it may not be possible to identify the specific target. • “Maximum security level as an incident is about to take place or has occurred, this security level will only be instigated for a short or limited period of time due to the amount of restrictions it entails”
