  2. Responsibility Matrix

  3. ICC Background • The ICC is a multi-modal east-west highway that connects I-270/I-370 and I-95/US 1 corridors within central and eastern Montgomery County and northwestern Prince George's County • The new east-west highway will cover approximately 18.8 miles, and will include the construction of numerous new highway interchanges and bridges. • The ICC will be a state-of-the-art, toll operated, multi-modal roadway with limited points of access. • The ICC project team consists of US Department of Transportation, Maryland Department of Transportation, and the Maryland Transportation Authority.

  4. ICC’s Purpose • Increase community mobility and safety • Facilitate the movement of goods and people to and from economic centers • Provide cost-effective transportation infrastructure to serve existing and future development patterns reflecting local land use planning objectives • Help restore the natural, human and cultural environments from past development impacts in the project area • Advance homeland security by providing additional mobility

  5. ICC Contracts • The ICC was split into 5 contracts consisting of contract A to contract E. • The 5 contracts include 8 full interchanges, 1 partial interchange (entrance only), and 1 intersection. • The sequence of construction will be Contract A – C – B – D/E • Contract A, started construction in 2007 and Contract B and C followed after. As of November 2011, Contracts A-C opened to traffic. • Contract D/E of the ICC is expected to begin construction mid 2012 and is expected to be complete by late 2013/early 2014.

  6. Contract Overview

  7. ICC Operations and Tolling • The ICC is Maryland’s first all-electronic, variably priced toll facility (no toll booths) • Toll prices are increased during peak periods and lower during off-peak periods • For user’s without E-Zpass a photo of vehicle's license plate will be taken and a statement will be mailed to the registered owner's address for the amount of the toll plus a service charge

  8. ICC Timeline

  9. Take Away Points • Project Purpose • Create a multi-modal east-west highway that limits access and accommodates the movement of passengers and goods • Generate tax revenue through tolls • Advance homeland security by providing additional mobility
