CIWMB Critical Missions • CIWMB is charged with protection of public health and safety, and the environment, through its solid waste and tire management programs • CIWMB is charged with moving Californians toward a more sustainable future through resource conservation, waste prevention and market development

  3. Goal of CIWMB Reorganization • CIWMB reorganized to align activities with the critical missions & strategic directives • The reorganization allows the CIWMB to focus resources to improve effectiveness

  4. Waste Compliance and Mitigation Program -- Regulatory Activities • Permitting, inspection and enforcement at solid waste and tire facilities • Assistance and oversight of local regulatory efforts for solid waste, tires and diversion requirements • Solid waste and tire disposal site cleanup programs, and • A variety of minimum content programs

  6. Division Highlights • Permitting and Local Enforcement Agency Support Division (PLEAS) • Cleanup, Closure and Financial Assurance Division (CCFAD) • Compliance Evaluation and Enforcement Division (CEED)

  7. Partnership • A strong partnership between CIWMB and LEAs continues to be needed to achieve our critical mission • CIWMB will deliver more focused service to LEAs • CIWMB is working to improve the service we deliver to LEAs

  8. Strategic Directives • Strategic Directives provide the organization with direction and measurable objectives: • SD-4 Landfill Management • SD-8 Enforcement/Permitting • SD-9 Research and Development of Technology • SD-10 Fiduciary Responsibility • SD-12 Training and Development

Issues on the Horizon • Governor’s climate change initiative • Reducing greenhouse gas emissions at landfills • High recycling/zero waste • Focus on reducing organics disposal • Increased producer responsibility • All of these activities will contribute to increases in the numbers and types of waste management facilities
