DepEd Order 88, 2010 Private School Manual (holding of document of learner with unsettled financial obligation is allowed)

  30. DEPED'S CONSTITUTIONAL MANDATE Republic Act No. 9155 AN ACT INSTITUTING A FRAMEWORK OF GOVERNANCE FOR BASIC EDUCATION, ESTABLISHING AUTHORITY AND ACCOUNTABILITY, RENAMING THE DEPARTMENT OF EDUCATION, CULTURE AND SPORTS AS THE DEPARTMENT OF EDUCATION, AND FOR OTHER PURPOSES SEC. 2. Declaration of Policy. – It is hereby declared the policy of the State to protect and promote the right of all citizens to quality basic education and to make such education accessible to all by providing all Filipino children a free and compulsory education in the elementary level and free education in the high school level. It shall be the goal of basic education to provide them with the skills, knowledge and values they need to become caring, self- reliant, productive and patriotic citizens. The school shall be the heart of the formal education system. It is where children learn. Schools shall have a single aim of providing the best possible basic education for all learners.

  31. PARTNERSHIP WITH PRIVATE SCHOOLS

  32. PROVISIONAL ENROLLMENT IN PRIVATE SCHOOL Can the learner still attend classes in another private school even without presenting credential due to unsettled debt from originating school? The receiving private school is in the position to decide, not the originating private school.

  33. A BALANCED ENROLLMENT POLICY

  34. A BALANCED ENROLLMENT POLICY

  35. AFFIDAVIT OF UNDERTAKING Deped Order 3, s. 2018 Annex 3

  36. AFFIDAVIT OF UNDERTAKING Deped Order 3, s. 2018 Annex 3

  37. TEMPORARILY ENROLLED • The constitution guaranteed free access to basic education – Republic Act 9155 • Learner can still attend classes/learning sessions, receive quality education thru public school system without discrimination • Education is free but documentation is evidence-based – as prescribed by the policy

  38. TEMPORARILY ENROLLED • Once settled financial obligation and presented credential from private school, the learner can now be issued SF10, Certificates presenting citation awards and honors as deemed applicable.

  39. TAGGING TEMPORARILY ENROLLED Benefits of Confirming Learner with Unsettled Account • Receiving Schools is informed of TE status. Restrictions/ limitations shall be applied • Originating Private School can tract/monitor movement or transfer of school/s • Learner shall have completed/ updated enrollment history No longer required

  40. Part 4: LIS Tracking System

  41. TRACKING (TRANSFER IN/OUT, DROPPED OUT) Ability to track learner movement/migration pattern within the basic education system DepEd Order 54,s. 2016 Guidelines on the Request and Transfer of Learner’s School Records Deped Order 14, 2016 Guidelines in Updating LIS EoSY Increase in quality and veracity of enrolment data and other education-related indicators

  42. OVERVIEW OF TRACKING SYSTEM • Monitor movement of learners from one school/community learning center (ALS) to another • Updated and secured enrollment history information • Able to share information and eliminate redundancy in recording

  43. MONITOR MOVEMENT • Public School to Public School • Public School to Private/LUC/SUC School and vice versa • Formal School to Community Learning Center (ALS) and vice versa • Philippine School to Philippine School Abroad and vice versa

  44. MONITOR MOVEMENT • Migration of learner from one sector or geographical area to another is important information in assessment and planning. • In this time of pandemic, the LIS record of migration of learners from private schools to public schools is one of the indicators being monitored to provide support/assistance for both sectors of education.

  45. ENROLLMENT HISTORY • The LIS Enrollment History record is one of the measure to validate authenticity of the learner’s enrollment claim. • In time of calamity/disaster such as the Yolanda Storm Surge, Marawi Siege and Taal Volcano Eruption, the LIS Enrollment Data was used to facilitate and validate enrollment of affected learners who lost/destroyed paper-based record of enrollment credential.

  46. HOW THE TRACKING SYSTEM WORKS The tracking system is highly dependent on the “cooperation” of both originating and receiving schools or CLCs. a. The receiving school (School 2) initiates the request upon enrollment of learner in LIS. The system will notify the originating school and validate if the proposed transfer is legitimate. b. The originating school (school 1) is expected to response within thirty (30) days upon received of the electronic notification. The receiving school must decide either confirm or decline the requested transfer.

  47. HOW THE TRACKING SYSTEM WORKS Declining invalid request for transfer

  48. HOW THE TRACKING SYSTEM WORKS CONFIRMING TRANSFER REQUEST By confirming legitimacy of a requested transfer, the originating school indicates the date of last attendance of learner in their school and the date when the credential document sent thru courier or in any form as possible and safe except hand it over to the parent or party with interest. There is also an information box that the originating school can use to provide additional information as needed.

  49. CHALLENGES OF TRACKING SYSTEM • Some schools take some time in enrolling a transferred learner in the system. They want first to observe the attendance performance so that if the learner stops attending classes, it will not be counted as dropped out in their school. As a result, the originating school has no idea or information about the current school of their former learner. Enrollment is being done at the end of School Year causing multiple activities in the system during EoSY updating. • Some private schools intentionally delay confirmation of transfer to force parent to settle unpaid financial obligation. • Some schools do not check regularly the transfer requests pending in their account.

  50. MONITORING & TECHNICAL ASSISTANCE • Central Office Planning Service - EMIS Division BHROD - School Effectiveness Division • Regional Office Policy, Planning and Research Division (PPRD) • Schools Division Office School Governance and Operations Division (SGOD)
