Mission Mode Projects (1/2) • NeGP comprises of 31 Mission Mode Projects (MMPs) encompassing 10 Central MMPs, 10 State MMPs and 7 Integrated MMPs spanning multiple Ministries/ Departments. (4 More MMP’s are added to the List) • "Mission Mode" implies that the objective and the scope of the project are clearly defined, that the project has measurable outcomes and service-levels, and the project has well-defined milestones and timelines for implementation. • MMPs are owned and spearheaded by various Line Ministries concerned for Central, State, and Integrated MMPs.

Central MMP – Banking BANKING • Nodal Agency: Ministry of Finance • Strategic Objective: “anytime, anywhere banking” to Indian customers • Objectives: • To integrate core banking solutions of various banks. • To bring in operational efficiency and reducing the time and efforts involved in handling and selling transactions. • To improve customer service and facilitating regulatory compliance.
Central MMP - CBEC THE CENTRAL BOARD FOR EXCISE AND CUSTOMS (CBEC) • Nodal Agency: Central Board of Excise and Customs • Strategic Objective ‘facilitating trade and industry by streamlining and simplifying customs and excise processes voluntary compliance’ • Objectives • equipping taxpayers with up-to-date information over the internet; • simplification of registration, returns, revenue reconciliation and exports procedures, • e-Filing of returns and refunds.
Central MMP – Income Tax INCOMETAX • Nodal Agency: Ministry of Finance (Central Board of Direct Taxes) • Strategic Objective: ‘setting up of a comprehensive service that enables citizens to transact all businesses with the Department’ • Objectives: • Allocation of Permanent Account Number (PAN), • Tax accounting , • Taxpayer grievance redressal, • Tax compliance • Online submission of returns and others.
Central MMP – Insurance INSURANCE • Nodal Agency: Ministry of Finance (Department of Economic Affairs, Banking & Insurance Division) • Strategic Objective: ‘improving services for customers in the General Insurance sector’ • Objectives • facilitates customer service through education, information • speedy processing of claims and online issuance of policies on web • provides automated grievance reporting and redressal facility to customers, • creates holistic database of insurance users and other services.
Central MMP – MCA 21 MCA21 • Nodal Agency: Ministry of Corporate Affairs (MCA) • Strategic Objective: ‘easy and secure access to MCA services for corporate entities, professionals, and general public’ • Objectives: • designed to fully automate all processes related to enforcement and compliance of the legal requirements under the Companies Act, 1956. • extending services to businesses via multiple front-end delivery channels • provides other value-added services over and above the base services.
Central MMP – UID Authority UNIQUE ID (UID) - “UID Authority” • Background • envisaged as a MMP initially under the NeGP, • Later setup as the Unique Identification Authority of India (UIDAI), an attached office under the Planning Commission. • Strategic Objective: ‘to issue a unique identification number (UID) that can be verified and authenticated in an online, cost-effective manner, and that is robust enough to eliminate duplicate and fake identities’ • Objectives: • To develop and implement the necessary institutional, technical and legal infrastructure to create a central database of residents • T generate a unique identification number (UID) for all such residents in India. • To provide a robust basis for efficient delivery of various social and welfare services to persons below the poverty line (BPL). • Will serve as the basis for identifying and authenticating a person's entitlement to government services and benefits through a single system • to issue unique identity numbers to Indian residents.
Central MMP – Passport Seva PASSPORT SEVA PROJECT • Background In September 2007, the Indian Union Cabinet approved a new passport issuance system under a project called Passport Seva Project. • Nodal Agency: The Consular Passport & Visa (CPV) Division of the Ministry of External Affairs • Strategic Objective: 'timely, transparent, more accessible and reliable manner' for passport issuance • Objectives • Involvement of private agency for front-end activities of passport issuance, • 77 Passport Seva Kendras (PSKs) for serving the citizens • PSKs will have Govt officers as well as private personnel • Involvement of India Post for dispatch of passports, • online linking with police, • Central Printing unit for centralized printing of passports
Central MMP – Immigration and Visa IMMIGRATION & VISA • Nodal Agency: Bureau of Immigration (BoI), Ministry of Home Affairs • Strategic Objective: ‘Aims at enhancing the experience of in-bound travellers to India and outbound travellers from India’. • Objectives: • Redesign immigration and visa processes, • ensure better security checks, • speedy resolution of issues related to issuance of Visa
Central MMP - Pensions PENSIONS MMP • Nodal Agency: Ministry of Personnel, Public Grievances and Pension. • Objectives: • To provide key services like non-interactive component to provide updated information on pension issues • To monitor grievance redressal at three interlinked levels in key ministries and departments
Central MMP – e Office E-OFFICE MMP • Nodal Agency: Department of Administrative Reforms & Public Grievances • Strategic Objective Transforming the physical office to a “Less Paper Office” through introduction of technology in the government offices • Objective • to meet long-felt need for efficiency in government processes and service delivery mechanisms, having the potential of targeting over 2 lakh departments. • improving the operational efficiency of the Government, • reducing turnaround time and meet the demands of the citizens’ charter, • Improving upon the transparency and accountability aspects of the government departments.

Integrated MMPs There are seven Integrated MMPs wherein delivery of services envisaged in the project entail coordinated implementation across multiple departments of Government.
CSCs - COMMON SERVICES CENTRE Objectives provide high quality and cost-effective video, voice and data content and services, in the areas of - e-governance, education, health, telemedicine, entertainment as well as other private services. offers web-enabled e-Governance services in rural areas, including application forms, certificates and utility payments, such as electricity, telephone and water bills. Integrated MMP – e Biz eBiz : • Nodal Agency: Department of Industrial Policy and Promotion in the Ministry of Commerce • Strategic Objective “to provide comprehensive G2B services to all the business entities in an even driven manner” • Objectives • establishment of single-window services and reducing the burden of compliance.
Integrated MMP – e Courts eCourts : • Nodal Agency: Department of Justice in the Ministry of Home Affairs • Objectives: • helping judicial administrations of the courts in streamlining their day to-day activities; assisting judicial administration in reducing the pendency of cases; providing transparency of information to the litigants and providing access to legal and judicial databases to the judges. • A list of 8 services identified under this IMMP included online availability of judgments, e-filing of cases etc.
Integrated MMP – e Procurement e Government Procurement: (e-Procurement) • Nodal Agency: Ministry of Commerce and Industry, Directorate General of Supplies & Disposals (DGS&D) • Strategic Objective ‘government procurement becomes simplified, transparent and result oriented’ • Objectives • establish a one stop-shop • providing all services related to government procurement, • Reducing cycle time and cost of procurement, • and enhancing efficiency and transparency in government procurement.
Integrated MMP - EDI ELECTRONIC DATA INTER CHANGE EDI FOR TRADE (EDI) • Nodal Agency: Ministry of Commerce • Strategic Objective • ‘simplify procedures, introduce electronic delivery of services by regulatory and facilitating organisations, to provide 24x7 access to users, ‘ • Objectives • Increase transparency in procedures, • reduce transaction cost and time and • introduce international standards and practices. • enable clearance of export / import of cargo at ports/airports/ICDs etc. within 24 hours. • Key services are : • electronic filing • clearance of export import documents by exporter / importer / agents to Customs,Ports, Airports, and CONCOR etc. ; • e-Payment of custom dues, charges (handling/freight etc.) of Ports, Airports, CONCOR etc. ; • Filing/processing of licenses for DGFT etc.
Integrated MMP - NSDG NATIONAL EGOVERNANCE SERVICE DELIVERY GATEWAY (NSDG) • Nodal Agency: Ministry of Communications & Information Technology (through Department of Information Technology) • Objectives • Designed to provide core and common services like • Messaging, • Inter Gateway Messaging, • Authentication & Payment Gateway Interface, • National Services Directory etc.
Integrated MMP – India Portal INDIA PORTAL WWW.INDIA.GOV.IN : • Nodal Agency: Department of Information Technology, MIT – GoI • Objectives • to provide a single window access to the information and services of the Indian Government at all levels from Central Government to State Government to District Administration and Panchayat for the Citizens, Business and Overseas Indians. • to provide comprehensive, accurate, and reliable and one stop source of information about India and its various facets.

State MMP – Agriculture AGRICULTURE : • Nodal Agency : Department of Agriculture, Govt. of India • Strategic Objective • to streamline and coordinate various ICT initiatives in Agriculture projects implemented in pre-NeGP period at national and state levels. • Services provided: • information to farmers on seeds, fertilizers, pesticides, • information to farmers on Govt. Schemes, • information on crop management, information on weather and • marketing of agriculture produce and others. • has adopted twin strategy to spearhead implementation of MMP in Agriculture through AGRISNET and two portals AGMARKNET & DACNET.
State MMP – e District E-DISTRICT : • Nodal Agency: Department of IT, Govt. of India, • Strategic Objective: “enhance efficiencies of the various departments at the district level to enable seamless service delivery to the citizen” • Objectives • For successful implementation of e-districts, the redesigning of the existing processes and delivery mechanism to facilitate an efficient and effective service delivery structure has been identified as a key activity. • backend computerization to enable efficient delivery of government services, • proactively providing a system of spreading information on the Government schemes, • planned developmental activities and • status of current activities.
State MMP - EEMMP EMPLOYMENT EXCHANGES MISSION MODE PROJECT (EEMMP) • Nodal Agency: Ministry of Labour & Employment, GoI • Strategic Objective - “To improve the employability of the job seekers registered with Employment Exchanges” • Objectives • To create easy and speedy access to services of employment exchanges for all the stakeholders • To collect and disseminate information on employment and training, to job seekers and employers • To provide relevant employment counseling, assessment of capabilities and vocational guidance services to job seekers • To obtain, provide accurate and quality Labour Market Information for planning and decision making
State MMP – Land Records LAND RECORDS: • Nodal Agency: Ministry of Rural Development • Objectives • facilitating easy maintenance • updating of changes which occur in land database, • providing for comprehensive scrutiny to make land records tamper-proof, • providing the required support for implementation of development programmes for which data about distribution of land holdings is vital, providing database for agricultural census and so on. • Core Services • Issue of copy of Records of Rights, • Crop, • Irrigation and Soil details, • Filing and Tracking of Status of Mutation • Cases, and others.
State MMP – Commercial Taxes COMMERCIAL TAXES: • Nodal Agency: Department of Revenue • Objectives • streamline already implemented and Value Added Tax (VAT) implementation and • administration through citizen-centric, service-oriented processes and • establishing a certain degree of standardization with respect to Commercial Tax (CT) administration. • Key services • electronic filing of returns, • electronic clearance of refunds , • electronic payment of tax , • online dealer ledger , • facility to dealer to obtain various online information services and others.
State MMP – Municipalities MUNICIPALITIES : • Nodal Agency: Ministry of Urban Affairs • Strategic Objective • ‘Leveraging the power of ICT opportunities for sustained improvement in efficiency and effectiveness of delivery of municipal service to citizens.’ • Objectives • Providing Single Window services to citizens on any time any where basis; • Increasing the efficiency and productivity of ULBS; • Providing timely and reliable management information relating to municipal administration for effective decision making and others. • The overall structure for the NMMP scheme has been divided into three tiers i.e. • Centre, • State and • Urban Local Body (ULB) level. • Key Services • Registration and • Issue of birth and death certificate, • Payment of property tax, • Utility Bills and Management of Utilities that come under ULBs, • Building plan approvals, • Procurement and monitoring of projects
State MMP – Panchayats PANCHAYATS : • Nodal Agency: Ministry of Panchayat Raj, • Strategic Objective ‘to overcome the challenges being faced in the villages by the citizens’ • Objectives • Cater to the needs of the village folk by providing • reliable communication infrastructure, • services to the citizens (Licenses, Certificate etc), • low revenue mobilization for implementing schemes at the Gram Panchayat level, • monitoring mechanism for the schemes. • Key Services • Issue of Trade Licenses and NoC, • House Related Services, • Certificate of Birth and Death, Income and Solvency, • Digitization of the Village Infrastructure on a Map.
State MMP – CCTNS POLICE : (CCTNS Project) • Nodal Agency: Ministry of Home Affairs • Strategic Objective “To modernize the 14,000 Police Stations and 6,000 higher offices across the country for effective delivery of citizen services and efficient investigation” • Objectives: • Provide Enhanced Tools for crime investigation, crime prevention, law and order maintenance and other core policing functions. • Increase Operational Efficiency by reducing redundancy and automating back-office functions • Create a national platform for sharing crime and criminal information (database) across the country for improved investigation and crime prevention. • Create a platform for sharing intelligence across the country and across various agencies involved therein. • Improved services for public/ citizen/ stakeholders
State MMP – Road and Transport ROAD TRANSPORT: • Nodal Agency:Ministry of Road and Highways. • Strategic Objective ‘to create a unified data scheme which could be used by all the states for computerization of their transport offices for issuing vehicle registration certificates and driving licenses’ • Approach • The implementation agency NIC developed a Smart Card Operating System for Transport Applications (SCOSTA) to ensure inter-operability of smart card RC and DL documents across the states and UTs. • The development involved the implementation of two software applications - VAHAN for vehicles registration activities and SARATHI for driving license related activities in 24 and 16 states respectively. • This MMP is being implemented as part of the Horizontal Transfer Programme of DIT.
State MMP – Treasuries TREASURIES: • Nodal Agency: Ministry of Finance through Department of Expenditure. • Strategic Objective ‘To do away with paper based communications on critical information relating to the operations in the Government account’ • Objectives • getting the accounts of State Governments move expeditiously and to provide for better Management Information Systems, • networking of all agencies involved in finalisation of accounts of State Governments. • A Core Group on Computerisation of Treasuries in States has been constituted to formulate a draft scheme on project for Treasuries Computerisation under e-Governance plan of Government of India. • Services • payment of salaries to Government employees • account reconciliation
