  1. 5th Annual Report on CEOS Implementation of the GEOSS Space Segment - Virtual Constellations: 2011 Progress & requests to CEOS Agenda Item 6 Makoto Kajii SIT Chair 2010 – 2011 The 25th CEOS Plenary – Nov 8,9

  2. Virtual Constellations GEO task, AR-09-02a “Virtual Constellations” • Observations from a virtual constellation would provide better temporal, spatial, and spectral resolution and related data management and dissemination. • A series of virtual constellations are in definition by space agencies, in consultation with user communities within the CEOS framework, each addressing key GEOSS observation gaps in the process. • SIT Chair confirms each VC’s progress by regular Teleconference.

  3. CEOS Virtual Constellations & co-leads • Atmospheric Chemistry (ACC) • Richard Eckman, NASA • Claus Zehner, ESA   • Land Surface Imaging (LSI) • Tom Holm, USGS • V.S. Hegde, ISRO     • Julio Dalge, INPE • Ocean Colour Radiometry (OCR) • Peter Regner, ESA • Prakash Chauhan, ISRO • Paula Bontempi, NASA • Ocean Surface Topography (OST) • François Parisot, EUMETSAT    • Eric Lindstrom, NASA    • Ocean Surface Vector Wind (OSVW) • Hans Bonekamp, EUMETSAT    • Paul Chang, NOAA    • B.S. Gohil, ISRO • Precipitation (PC) • Riko Oki, JAXA    • Steven Neeck, NASA    • Sea Surface Temperature (SST) being proposed and approved its initial proposal at SIT-26

  4. Current VC status summary • (Top 5 accomplishments & issues)1/3 • Atmospheric Chemistry (ACC) • Volcanic Ash monitoring (Icelandic volcanic ash) demonstrated. • Air Quality Constellation position paper endorsed at SIT-26. • Total ozone set intercomparison. • Supplied draft response to CEOS response to GCOS IP. • AC Portal is under WGISS control. • Land Surface Imaging (LSI) • Mid-resolution guideline finalized and released in August 2011. • LSI Portal enhance map-based query and direct data download . • Support for FCT/GOFI and JECAM requirements. • Free and Open-Source Tools for GIS available on-line. • Definition of LSI role in support to terrestrial ECVs.

  5. Current VC status summary • (Top 5 accomplishments & issues)2/3 • Precipitation (PC) • Enhancement of PC Space Segment (e.g. progress in GPM implementation, M-T launch). • Implementation of improved TRMM algorithm (Version 7). • Improvements in inter-satellite calibration techniques through the X-Cal WG. • Data availability from Chinese (CMA) & Russian (ROSHYDROMET) microwave imagers. • Conical scan MW imagers availability in late-GPM phase and post-GPM phase (>2018). • Ocean Color Radiometry (OCR) • IOCCG standing WG for evaluation of ECVs established, Chair selection underway • IOCCG Level-1 Requirements report target completion Dec 2011 • INSITU-OCR WG in progress, Chairs established • INSITU-OCR white paper outline by end of November 2011; Workshop February 2012 • iOCRT for 2013, IOCCG engagement of academic community at 2012

  6. Current VC status summary • (Top 5 accomplishments & issues)3/3 • Ocean Surface Topography (OST) • Continuity of Climate Record for Sea Level (Jason-1,2,3,CS) • Continuity of Complementary Coverage (Cryosat-2, ENVISAT, ERS-2, SARAL/AltiKA, Sentinel-3A, B) and their phasing in the constellation. • Data Policy– timely access to data from the Chinese HY-2A • Harmonized, Easily Accessible Altimeter Products (AVISO & RADS portals, Cryosat-2 Ocean Product) • Training and Workshop • Ocean Surface Vector Wind (OSVW) • Continuity of Ku-band (QUIKSCAT, OSCAT/Oceansat-2, OSCAT follow-on). • Continuity of C-band (ASCAT/METOP, EPS-SG, ERS-2). • Integrating Ku-& C-band OVW products • Timely Data Access for Chinese (SOA) & Russian scatterometers • Training courses.

  7. Additional Comments from VC leads are invited

  8. Past discussions on VC • SIT-25 in Tokyo (April, 2010) • Discussed significance of the long term observation • Plenary in Rio de Janeiro (October, 2010) • Discussed CEOS Portals and GCI support • February WS in Arlington (February, 2011) • Discussed CEOS Metadata contribution to GCI Clearinghouse through IDN • SIT-26 in Frascati (May, 2011) • CEOS Portal Study progress report • Agreed IDN support for GCI • Discussed VC contribution to WG Climate

  9. VC Data Portals in support of GCI GEOSS USERS Community USERS Community USERS Community USERS Community USERS Community USERS Data Meta-data Data Meta-data GCI VC Portal VC Portal VC Portal VC Portal VC Portal CEOS IDN Meta-data Meta-data " CEOS Agencies encouraged to accumulate their datasets and information resources with the GEOSS Common Infrastructure, GCI."

  10. Coordination Model for Global Observation Study User Community (GEO CoP) CEOS Comprehensive Observation Requirement Integrated Observation Plan Request “Data Providing Plan and System” must be included Data Scientific requirement coordination by user community Implementation

  11. VC roll in the Coordination Model • To participate in drafting of Integrated Observation Plan of CEOS • Collaboration with WG Climate will be useful model for Carbon and Water • To articulate data providing plan and system of each VC which need to be defined in the Integrated Observation Plan • To develop and operate the data portal in accordance with the plan specified in Integrated Observation Plan • The VC data system in GEOSS era needs to provide data through on line base

  12. Example of data providing plan and system Geostationally Meteorological Satellite TRMM TMI NOAA AMSU Aqua AMSR-E DMSP SSM/I, SSMIS In-situ data On-line Data Access Water Data Portal Simulation output Application Use (Global Rainfall Map) Application (Global Rainfall Map) VC data

  13. Summary • Status of VCs are going well in general except issue of Chinese and Russian satellite data access. • GCI support through IDN was coordinated and VCs are encouraged to promote the support. • The Coordination Model is applicable not only for GCOS ECV case but also for Carbon, Water and so on. • VCs roll in the Integrate Observation Plan is to articulate the VC data providing plan and system. • Data Providing in GEOSS era exchanges data through online.
