Forum Responsibilities - Consultation • LA must, through their Schools’ Forum, consult on the following • Changes to the local funding formula (The LA is responsible for the final decision) • Proposed changes to the minimum funding guarantee • Changes to existing contracts and consider new contracts affecting schools • Arrangements for pupils with special educational needs, in PRUs and in early years provision

  4. Forum Responsibilities – Decision Making • The forum is responsible for decisions on • How much funding may be centrally retained within the DSG (eg admissions service, growth fund etc) • Any proposed carry forward of deficits on central spend from one year to the next • Proposals to de-delegate funding from maintained schools (eg for insurance, licences) • Changes to the scheme of financial management

Timeline • Consultation opened on 2014/15 formula factors 25/10/13 • Proposed formula factors sent to DfE 1st November 2013 • Consultation closed 20th November • Schools forum on 26th November • DfE announces funding December 2013 • Schools Forum 14th January 2014 • Key-decision on DSG and funding 14th-21st January 2014 • Submission of final formula to DfE 21st January 2014 • Schools informed of budgets ………………
