  6. Issue : Loss of Parking Lion Green Road Parking loss of 165 all day and 35 short term spaces (plus 150 other) Waitrose loss of 54 short term spaces

Other Parking issues • Parking Policy and Charging regime Transfers from Croydon Council to Waitrose • It assumes that a lot of all day parking will move to Coulsdon South Station Where 40 extra spaces have been created. In July the first month of operation, on average 33 of the spaces where already taken at Coulsdon South.

Mitigation of Impact on Parking Planning Conditions on CCRUVE & Waitrose • Increase the number of parking places • Impose Short term parking of a minimum of 3 hours Free parking • Impose a minimum of 50 long term parking spaces • Impose condition that charges can be no higher than the local authority charges for the area • Change town centre parking from 1hr to 2hrs with second hour chargeable

Mitigation of Impact on Parking Loss of Waitrose Existing Car park • Encourage Sainsbury’s or Morrisons to take over vacant building & Car Park. • Council to take control of car park • Increase parking Coulsdon South station • Increase car parking on Calat site • Move Calat Centre and library to site and keep car park.

Impact of Traffic leaving Cane Hill at marlpit Lane and Portnalls Road Install additional Exit direct on to Bypass • Mayer Brown 321 Vehicles leaving Cane Hill Marlpit Lane 8-9am • Lion Green Road 99 (31%) • Bypass North 71(22%) • Marlpit Lane 81 (25%) • Bypass South 71 (22%) • An additional exit direct on to Bypass would reduce load on Marlpit Lane Roundabout by 142 (44%) vehicles.

  23. Where to Put an Additional Junction on the Bypass ? Southern Roundabout ? • Advantages: Relief of Marlpit Lane 44% & Portnalls Road ? • Easy Junction with A23 • Bus from Cane Hill could pass direct by Coulsdon South Station. • Disadvantages : Requires TFL Approval • Difficult and costly to construct • Considerable scarring of Green Belt and views

  24. Where to Put an Additional Junction on the Bypass ? Near Footpath 774 where Cane Hill Drive is level and within 7metres of Bypass • Advantages: Relief of Marlpit Lane 44% & Portnalls Road ? • Easy Junction with A23 • Bus from Cane Hill could pass direct by Coulsdon South Station. • Would improve safety of footpath 744 crossing Bypass • Does not Scar Green Belt and views • Disadvantages : Requires Traffic Lights & TFL Approval

Mitigation • Between 8-9.00am • MB (321) 80 = 1.3pmn • SE (391) 97 = 1.6pmn • *UK (780) 78 = 1.3 pmn • *Ldn (494) 49 = 0.8pmn • *2ph 1370 (205) = 3.4pmn * (25% of 60% of total) • Additional exit on to Bypass • Cane Hill Road layout designed not provide a short cut • Mini Roundabout • Traffic Calming • Improved signage • Bus to serve Portnalls area as well as Cane Hill linking Coulsdon South Station.

  26. Other Mitigation • Foot & Cycle paths to : • Lion Green Road • Brighton Road • Holymeoak Road • Portnalls Road • Smitham and St Aidan’s Schools • Buses introduced at early stage and bus to also serve local community in Portnalls Road area

  27. Use of CIL and 106. The money collected from section 106 or the local CIL should be used for improving the public realm specifically for Coulsdon. Providing the following : • New combined Community centre, Calat centre and Library with rooms and halls. • Up dated medical facilities with surgeries and clinics. • Diversion of London Loop to expose Embankment (AM) to the Public • Provision towards step free access to Coulsdon South Station. • Facilities for the young including a skate park and fishing lake. • Public art on the Cane Hill site and the Town Centre • Improved facilities for the local Scout groups. • Improved leisure facilities. • Improved CCTV in Lion Green Road & the Town Centre. • Improved car parking.
