Task Description • Define & execute the actions to secure the provision of key data for climate studies and forecasting from satellites to address the needs of the climate community expressed by GCOS (“Systematic Observation Requirements for Satellite-based Products for Climate”) • Task led by USA, CEOS, GCOS and WMO. CEOS Response to GCOS-IP • CEOS Response to GCOS Implementation Plan Satellite Supplement was prepared and presented to UNFCCC COP-12 in November 2006 in Nairobi. • CEOS Response to GCOS-IP = GEO Task CL-06-02. • The CEOS Response includes 59 actions covering the Atmosphere (A), Ocean (O) and Terrestrial (T) domains, and a number of Cross-cutting issues (C). • CEOS and GCOS have jointly defined lists of 1st, 2nd and 3rd priority actions, based on an evaluation of their ability to deliver significant results in the short (1-2yr), medium (4-6yr) and long term (~10yr). • Most Cross-cutting actions are “permanent”, long-standing efforts (e.g., adherence to GCOS Monitoring Principles).   4. CEOS 59 Actions 1. Ensuring continuity of climate-relevant satellite measurements(13 actions); 2. Taking a systematic approach to generating fundamental climate data records (FCDRs) (11actions); 3. Preserving climate data records(4 actions); 4. Ensuring access to climate data products (10 actions); 5. Coordinating international communities and interaction with users(10 actions); 6. Addressing future measurement needs (11 actions). Current Status – De-manifested Sensors(A-5 to A-9) • Total Solar Irradiance Sensor (TSIS) • President’s FY2009 budget request includes support for instrument development and ongoing analyses to identify a suitable satellite platform for hosting the sensor • Clouds and Earth Radiant Energy System (CERES) • A CERES instrument is approved for flight on the NPOESS Preparatory Project (NPP) in 2010 • President’s FY2009 budget request includes funds to build another CERES instrument to fly on the first NPOESS planned for 2013 launch • Ocean Altimetry (ALT) • NOAA plans to provide operational continuity for satellite altimetry data with a Jason-3 mission • Jason-3 is a NOAA-EUMETSAT partnership mission, planned for launch in 2013 • Ozone Mapping and Profiler Suite (OMPS) Limb sensor • Approved for flight on NPP • Resources not identified for NPOESS OMPS-Limb • Aerosol Polarimeter Sensor (APS) • NOAA is monitoring NASA’s development of APS scheduled to launch in March 2009 on the GLORY mission and will evaluate it before making a decision Slide # 5

AVHRR CDR Workshop - December 2008 • A number of CEOS-GCOS Actions and CEOS-GEO Activities are related to the utilization of AVHRR for generating climate data records • Each action/activity requires the generation of accurate AVHRR level 1b and products • Workshop will also address Action A-3: CEOS will support in 2007 investigations of cloud properties and cloud trends from combined satellite imager plus sounder measurements of clouds (with horizontal as well as vertical information) using Cloudsat/CALIPSO for validation • Excellent progress, but did not include sounder data to better characterize cloud top heights and cloud phase. Aerosols and Clouds • A-Train 2007 Symposium - Oct. 2007 (Lille, France: (A-3) • 270 international scientists working on A-Train data for aerosol and cloud measurements. • Several sessions on cloud global observations and modelling. • Results have confirmed the importance of the vertical information given by the Calipso lidar and the Cloudsat radar. • Climate modellers already use A-Train data on clouds to prepare the future CFMIP climate model intercomparison exercises. • “Polarization meeting” – Oct. 2007:(A-9) • NASA, CNES, US and European scientists to begin informal scientific-programmatic discussions about the future of polarization missions devoted to aerosols (and clouds) monitoring. • Decision to develop a common simulator/testbed for the analysis of future polarization missions. • (Nov.07)reprocessing of the entire Polder-1/Polder-2 archive was completed in the ICARE data center to produce all atmosphere products (aerosols and clouds) with the latest generation of science algorithms used to process the Parasol data, such that a consistent Polder-1, Polder-2 and Parasol archive is now available. Plan for 2008 and beyond • One Climate Focal point in every CEOS Member Agency • Focus on: • getting all 1st priority actions up to speed, and obtaining involvement of all CEOS agencies in their fulfillment; • initiating 2nd priority (and in some cases 3rd) actions through assembling action teams; • enhancing the collaboration of all space agencies into cross-cutting actions. (from the CEOS Response to GCOS 107): There presently exists no process for identifying, prioritizing, and implementing cross-agency actions to ensure that user community needs are satisfied—with the exception of meteorology, where the Coordination Group for Meteorological Satellites (CGMS) plays an important role.   10. Plan for 2008 and beyond (2) • Climate-C-4: “Adequate adherence to the GCMPs” was presented by ESA at SIT-20 but has not progressed in 2007. This should be promoted in 2008, including in relation to implementation actions for the prototype Constellations (as targeted in action Climate-C-6). Action: CSIR as CEOS Chair • Climate-C-16: “Consider, in context of Constellations, ways to support transfer of demonstrated observations from research satellites into operational capabilities. In particular, CEOS will encourage “convergence” of climate-observing requirements (usually for high-quality data) with operational requirements (usually for rapid and ensured data availability), and support institutional arrangements that would help transfer ECVs from research to operations”. Action: NOAA as SIT Chair Slide # 10

Plan for 2008 and beyond (3) • Climate-C-20: “CEOS agencies will endeavor to ensure global, easy, and timely access to climate-related products, including by developing countries.” It is proposed that this action be championed by GISTDA as incoming Chair in 2008 and by EUMETSAT, supported by CEOS, SIT, and WGEdu Chairs, as part of a broader initiative towards GEO 2-year target #29 (Improve the reporting of observations to international data and analysis centers in terms of data volumes, quality and timeliness) and in relation with the R/SSC-CM initiative. Action: GISTDA, EUMETSAT, CEOS/SIT/WGEdu Chairs • Climate-C-21: “CEOS will establish a program in 2007 to document the data archive and access arrangements in place for each of the FCDRs contributed by space agencies. WGISS will lead this effort in 2008 in order to evaluate practical solutions to current obstacles and issues.” Action: WGISS in consultation with GCOS. Slide # 11

Example of Priority 2–Oceanic Domain Actions P2 • Action O-11: Relevant CEOS agencies will examine their respective plans to maintain continuity of the 25-km-resolution ocean colour global product. • Action O-12: CEOS agencies will cooperate to support the combination of all existing ocean colour data sets into a global FCDR. • Action O-13: In consultation with GCOS and the relevant user communities, CEOS agencies will explore the means to secure, by 2011, continuity of the 1-km-resolution global ocean colour product needed to fulfill the target GCOS requirements. • Action O-14: CEOS agencies will cooperate with the user community to support efforts aimed at building on the decade-long satellite sea state records and making a comprehensive use of future altimeter- and SAR-bearing missions. • Action O-15: ESA will fly SMOS in 2007 to demonstrate measurement of the sea surface salinity (and soil moisture) ECV; NASA/CONAE will fly Aquarius/SAC-D in 2009 to demonstrate measurement of the sea surface salinity ECV.
