Apply for a maximum grant of 15,000 Euros to develop joint project plans addressing the impact of climate change in the Northern Periphery area. Eligible partners include regional authorities, research institutions, NGOs, and non-profit organizations.

THE PURPOSE OF PREPARATORY PROJECTS • Designed to facilitate the drawing up of joint project plans for a main application • To mobilise broader partnerships • To reduce the risks associated with developing main projects involving more complex partnerships • Maximum grant is 15 000 Euros • Grants are awarded on the condition of signed national co-financing documents and a project plan
PROJECT PARTNERSHIP • Eligible partners include: regional and local authorities, research and educational institutions, NGOs and non-profit organisations • Private sector co-financing cannot generate Northern Periphery Programme funding in Finland and Sweden • Private sector partners are invited to contribute to projects as a partner if their involvement represents a wider public interest • Private partners cannot act as Lead Partners
FUNDING • The maximum grant to a Preparatory project is 15 000 EUR, up to 50 % of eligible costs • The funding will be paid to the Lead Partner after the Northern Periphery Programme Secretariat has received a payment claim containing proof of eligible expenses, a financial report using the NPP financial package and a final report detailing the outcomes of the project

The purpose of the main project is to investigate the impact of climate change to the Northern Periphery area with reference to the Arctic Climate Impact Assessment report published by ACIA in 2004. The findings of this evaluation will have profound implications on the arctic climate and indigenous peoples’ working and living conditions in the arctic.
QUESTIONS TO BE DISCUSSED • What is your main objective and expected result of the preparatory project? The main objective is to form a strong and well balanced partnership to develop a main project application for the Interreg IIIB Northern Periphery Programme.

QUESTIONS TO BE DISCUSSED • How will you ensure that the project will be able to come up with a joint activity plan with a transnational focus? • Using the project description try to implement a new method, a new approach/strategy to solve atransnational problem. • Take into consideration the aspects of creating a well balanced partnership when you are looking at the activities. • All partners should contribute to the end result at a local, regional, national and European level.

QUESTIONS TO BE DISCUSSED • How will this project be able to create a balanced and strong transnational partnership? • Try to create a complementary mixture of newcomers and experienced project partners. • A well-balanced transnational partnership should have partners with different experiences suited to the project idea. • The partnership in a preparatory project does not have to be the same partnership in the main project.

PROJECT COSTS • Expenditure in the project must be in Euros and presented in Table 13 • Partners cost budget (Table 13) needs to equal their financial budget (Table 14) • You are not allowed to transfer financial contributions between Member states and Non Member states • Funding will be no more than 50 % of eligible costs, maximum 15 000 Euros for a preparatory project • The budget has to be broken down by partner and expenditure type in an annex to Table 13
TYPES OF EXPENDITURE • Staff costs – number / days and unit costs including social contributions. Only Actual Costs: no fees or rates • Travel and subsistence • Meetings, conferences and seminars • Other • See Datasheet 4 for more information on eligible costs. The eligibility of costs must follow European Commission Regulation (EC) No 448/2004 regarding eligibility of expenditure of operations co-financed by the Structural Funds.
