4. 2009 State Energy Program Overview: $30,910,000 State Plan Approved and Being Implemented • Advanced Renewable Energy Demonstration Projects • ARRA Funds: $5,000,000 Estimated Jobs Created/Retained: 65 • Estimated Annual Energy Savings: 65 million Mbtus • Proposals were requested through a competitive solicitation for innovative renewable energy projects. • Projects will be selected for funding by early 2010. • 43 wind projects totaling $57.6 million (out of 112 totaling $135 million) are seeking funding • State Building Energy Efficiency • ARRA Funds: $10,000,000 Estimated Jobs Created/Retained: 110 • Estimated Annual Energy Savings: 143 million Mbtus • $6 million will fund energy efficiency building improvements on the University of Nebraska, State and Community College campuses. • $4 million will fund energy efficiency improvements in state government buildings under the management of the Administrative Services State Building Division.

5. 2009 State Energy Program Overview: $30,910,000 • Building Energy Code Training and Enforcement • ARRA Funds: $315,000 Estimated Jobs Created/Retained: 5 • Estimated Annual Energy Savings: 152.4 million Mbtus • The Energy Office will provide information on residential and commercial building energy codes, and conduct training and certification of city and county code officials and members of the construction industry. • Update the state’s building energy codes as appropriate. • Upgrade the state’s efforts on building energy code compliance and inspections. • Renewable Energy Curriculum • ARRA funds: $1,910,000 Estimated Jobs Created/Retained: 21 • The Energy Office will request proposals to develop renewable energy curricula – wind, solar, biomass and energy efficiency – at Nebraska’s technical community colleges.

6. 2009 State Energy Program Overview: $30,910,000 • Consumer Information on Energy Efficiency and Renewable Energy • ARRA funds: $585,000 Estimated Jobs Created/Retained: 7 • The Energy Office will develop and distribute information on energy efficiency and renewable energy choices so that Nebraskans can make wise decisions on their energy use. The information will be distributed electronically and in written formats. • Includes funds for 10 Wind for Schools projects. • Dollar & Energy Saving Loans • ARRA Funds: $11,000,000 Estimated Jobs Created/Retained: 135 • Estimated Annual Energy Savings: 113.1 million Mbtus • Funds will be added to the existing Dollar & Energy Saving Loan Program. • $11 million for 2.5% loans for commercial and industrial sector building improvements, including K-12 schools. Maximum loan amount: $750,000.

7. 2009 State Energy Program Overview: $30,910,000 • Administration, Evaluation, Monitoring and Reporting • ARRA funds: $2,100,000 Estimated Jobs Created/Retained: 23 • The Energy Office will administer ARRA funds, monitor grants and report on required activities. The Energy Office will make periodic on-site inspections of ARRA-funded projects to document progress and compliance with ARRA-funded contracts. The state’s Dollar and Energy Savings Loan program will also be evaluated. • (next slide for loan information)

8. Low Interest Dollar and Energy Saving Loans 2.5% loans for new heat pumps for Nebraska Public Power District customers. 2.5% loans for wind solar and fuel cell projects. 2.5% loans for commercial and industrial sector building improvements, including K-12 schools. Maximum loan amount: $750,000. 5% loans are available to all Nebraskans for energy efficient improvements in homes, farms and ranches, businesses and other operations. Low Interest Dollar and Energy Saving Loans Typical Loan: Air conditioning, furnace/heat pump, insulation and windows in a home Average Loan Amount: $7,860 In 19 years: • 25,242 projects totaling nearly $225 million – a quarter of a billion dollars • $94.9 million in revolving oil overcharge funds leveraged another $124.3 million for energy projects from lenders and borrowers • $24 million in oil overcharge funds capitalized the program • $11 million in Recovery funds added to capital loan pool • $500,000 added by Nebraska Public Power District

11. Energy Efficiency & Conservation Block Grants P Nebraska State Energy Office will receive $9,593,500 In the state application for these funds, the Energy Office added all of the funds allocated to the State Energy Program in the EECBG to NonDirect city and county grants.  In total, $11,353,310 (including applicant match and administration costs) will be available for these projects. The Energy Office will issue a request for proposals to the state’s NonDirect EECBG cities and counties (83 counties and approximately 500 cities, towns and villages) soon after U.S. Department of Energy approval of this plan is received. Federal approval of the state’s plan was received September 14, 2009, much earlier than expected.  Under the competitive solicitation, the grant maximum will be $250,000 and a 20% match will be required. 12. Energy Efficiency & Conservation Block Grants Types of Projects • Projects will be sought in the following categories: • LIGHTING Replacement of traffic signals and street lighting with energy efficient lighting technologies, including light emitting diodes and other technologies of equal or greater energy efficiency; • 2) BUILDING RETROFITS Grants to cities and counties for making energy efficiency retrofits such as high efficiency heating and cooling equipment, replacing windows and doors, and lighting and controls; • 3) RENEWABLE ENERGY PROJECTS Development, implementation and installation on or in city and county buildings or property of renewable energy technology that generates electricity from renewable resources, including solar energy, wind energy, fuel cells and biomass.

13. Energy Efficiency & Conservation Block Grants The agency will use its existing Dollar & Energy Saving Loan Program standards for lighting and heating, cooling, water heating, window and renewable energy projects which are based on ENERGYSTAR standards. • Solicitation issued in November • Applicants will likely have 60 days or more to submit applications.

14. Energy Efficiency & Conservation Block Grants National Grant Competition • There will be a national competition under the Energy Efficiency and Conservation Block Grant program. • $390 million – for Direct Cities and Counties • $63.68 million – NonDirect Cities and Counties only DOE anticipates that a total of $453.72 million will be available for competitive grants awarded through one (1) FOA with two (2) topic areas: Topic Area 1, The Retrofit Ramp-Up Program; Topic Area 2, General Innovation Fund for Ineligible Entities . The eligible entities for up to $390.04 million available under Topic 1 are the same as for the formula EECBG program: States, U.S. territories, counties, Cities, and Indian Tribes. The eligible entities for up to $63.68 million available under Topic 2 are units of local government and Indian tribes that are not eligible for the direct formula grants. • Funding opportunity likely around September 30th
