  2. SF Bay Trash Control Requirements • Permit Driver • CT Permit Attachment V – SF Bay Region-Specific Requirements • Requirements • Full Capture – “…..any single device or series of devices that trap all particles retained by a 5 mm mesh screen and has a design treatment capacity of not less than the peak flow rate from a 1-year, 1-hour storm in the subdrainage area.” • Timely implementation within high trash generation areas: • Install, operate and maintain full capture trash controls: • within CT R/W or • outside R/W in partnership with local MS4 permittees, and/or • Enhance maintenance activities for storm drain systems in these catchments

  3. Map of Roadway Segments within Region 2 • 1,100 Centerline miles (7,600 lane miles) • 2,500 Bridges • 3 Rest Areas • 49 Park-n-ride lots

  4. Trash Reduction Plan • Objectives: • Identify High Trash Generation Areas • Prioritize areas for trash reduction measures (through retrofits, institutional controls, cooperative agreements, etc.) • Identify trash reduction strategy within the Caltrans NPDES Permit cycle (2018) • Identify trash reduction strategy for the long-term (post-2018)

  5. Significant Trash Generating Areas • Screen high-trash generation areas based on: • litter collection • Adopt-a-highway • Street Sweeping • Develop Litter Collection Effort Map that serves as a starting point • On-land visual assessment • Low • Medium • High • Very High • 580 miles completed by 9/1/15

  6. Mapping High Trash Generating Areas

  7. Assessment within San Mateo County • 1/3 complete = 59 Centerline miles completed • High 1 segment; 1 ramp • Medium 59 segments; 9 ramps • Low 177 segments; 18 ramps • 2/3 underway = 142 miles • Route 1 • Route 109 • Route 114 • Route 35 • Route 82 • Route 84 • Route 9 • Route 92

  8. Identifying Cooperative Implementation Opportunities within High Trash Generation Areas • Capital funds for Design & Construction of Regional Treatment Controls • Compliance with Mandates • TMDLs • Trash Control • Control Measures: • Detention Basins • Infiltration Basins • Gross Solids Removal Devices • Media Filters • Biofiltration Swales/Strips • Infiltration Trenches • High Volume Infiltration Devices

  9. CRITERIA - Identifying Cooperative Implementation Opportunities • Criteria for Participation in Regional Treatment Control Project: • Reach Prioritization List • Number of Pollutant Categories – TMDLs and Trash • Project Stage – Concept, Project Approval/Env. Doc., Design • Lead Agency • Project Schedule • Capital Costs – Design and Build • Maintenance and Operations Costs • Number of Stakeholders • Amount of Runoff treated from CT Right of Way • Type of BMP • Number of acres treated

  10. Trash Load Reduction Workplan Schedule • Next Steps: • Complete remaining on-land visual assessments - Target 12/31/15 • 520 miles + 400 ramps • Maps of high trash generation areas and prioritized list of high trash generation areas – Target 12/31/15 • Strategy for implementation of control measures - Target 12/31/15 • Within Caltrans right-of-way • Storm drain system retrofits • Enhance institutional measures • Outside Caltrans right-of-way • Partnering with local agencies/Caltrans Cooperative implementation strategy to implement Regional Treatment Controls
