Broad Objectives • Review the progress of POSHAN Abhiyaan implementation • Review the implementation status of various components and guidelines issued by MWCD • Review the extent of compliance to recommendations made by Joint Review Mission undertaken by World bank. • To review the progress of support provided by Development partners in addressing critical issues especially in context of aspirational districts and High Priority Districts. • Document the good practices and state specific innovations • Make recommendations to improve program implementation and design.
Specific Objectives • Review the progress of POSHAN Abhiyaan implementation • As against the set goals and objectives related with Stunting, Wasting, Under nutrition, Anaemia, and low birth weight • In terms of its impact on accessibility, equity, quality and utilization of ICDS Services. • Review the implementation status of various components and guidelines issued by MWCD in terms of the following: • Progress towards procurement of Smart phones and Growth Monitoring Devices under ICDS-CAS • Establishment of SPMU,DPMU ,BPMU • CBE ,IEC ,VHSND and Jan Andolan guidelines • Progress made in implementation of State Convergence Action Plan • Progress made in innovation and flexi fund utilization • Fund release and Utilization Status under different components and overall • Management including referral of SAM and MAM children at AWC and at community level • Linkages with health and other related schemes and sectors especially rural development, education, water and sanitation etc.
Terms of Reference for the 13th CRM • TOR 1: Planning and mapping of service area and population • TOR 2: Infrastructure • TOR 3: Human Resources for ICDS & POSHAN Abhiyaan • TOR 4: Service Delivery: Reaching the Unreached • TOR 5: POSHAN Abhiyaan, ICDS, PMMVY, SAG, CPS, WWH, SwadharGreh and others • TOR 6: Outreach and Community facility linkages • TOR 7: Information and Knowledge • TOR 8: Training and Capacity building • TOR 9: Fund Release and Utilization • TOR 10:Governance and Management
Day Wise Activity Plan • Day 1: • Meeting of the team with the Principal Secretary (WCD) to apprise him about the purpose and plan of the visit. • Presentation by the State team on POSHAN Abhiyaan and all related schemes beginning with situational analysis, the progress, gaps the critical issues and the action plan of the State to deal with them. • Day 2: • State Head Quarters: Meeting with the Joint Program Coordinator and SPMU Team • Interaction with the District Magistrate and Convergence Committee members. • To understand the Hierarchy, Human resource and gaps –the reason and action taken thereof to bridge them • Desk analysis of State Physical and financial achievements in discussion with the SPMU Team. • Discussion on Procurement, IEC Strategy, Convergence ,Innovation and Flexi funds –plan and its implementation
Day Wise Activity Plan Day 3: (Field visit) • Visit to block office and interaction with CDPOs and Lady supervisors • Visit to 2 Good performing and 2 Poorly Performing AWCs –A checklist to be used for this purpose covering the following aspects broadly: • Infrastructure-Space, location, water and electricity, walls, safety and surroundings • Human Resource –Availability and presence of AWW &AWH • Logistics-Availability of Smart phones, functionality, GMDs-Functionality and usage, THR, Grocery, Utensils, Cooking gas, fuel etc. • Furniture –Tables, chairs, carpets • Materials required for Preschool education-Activity charts, toys and education material. • Documentation –the number of beneficiaries enrolled and present in the AWC on that particular day. • The timings of opening and closing the AWC –Quality of services provided • Assessment of knowledge and capacity of AWW, AWH and Lady Supervisor-The training held on ICDS-CAS and ILA including e-ILA • Feedback on working of smart phones and ICDS-CAS, issues and challenges • Details of monitoring done last by LS and compliance on identified gaps • Quality of Hot cooked food provided-the dietary plan • Number of SAM children identified, referred and followed up –Details
Day Wise Activity Plan • Day 4: Visit to the Catchment area along with AWW, AWH and ASHA • Village walk –to assess the vulnerability and profile of population • Resource mapping • Visit to at least 15 houses having enrolled beneficiaries • Focus group discussion with a group of pregnant and lactating mothers to know their perception on nutrition and related services provided by ICDS. • Discussion with village Pradhan, School teachers and local influencers and their knowledge and awareness. • Interaction with PRI members on POSHAN, VHSNDs and VHSNCs • Interaction with self help groups in urban and rural areas • Monitoring of VHSND • Day 5: Briefing to the MD and State Officials and giving the feedback and recommendations.
