  1. Proposed Amendments to the California Consumer Products RegulationRelating to Aerosol Adhesives Public Workshop April 26, 2000 California Environmental Protection Agency Air Resources Board

  2. Proposal Eliminate the 25% VOC Standard • Eliminate the 25% VOC standard • Not technologically or commercially feasible • The standard would necessitate reformulation with toxic compounds

  3. Proposal Proposed VOC Limits -Aerosol Adhesives Product Category Weight Percent VOC Mist Sprays 65 Web Sprays 55 Special Purpose Mounting 70 Flexible Vinyl 70 Automotive Headliner 65 Polystyrene Foam 65 60 High Pressure Laminate Polyolefins 60

  4. Proposal Mist Sprays • Used in applications that require a smooth appearance and a uniform adhesion layer • A higher VOC content is required to maintain the properties of this category

  5. 88% Marketshare is Above Proposed Limit 100 % 80 % Proposed 65% Limit 60 % Cumulative Percent 40 % 20 % 0 % < 55  60  65  70  75 VOC Range - % Sales Emissions Proposal 65% VOC Mist Spray Category

  6. Proposal Web Sprays • Best suited for bonding large areas or gap filling • Used in applications requiring non-uniform adhesion layers or high strength bonds • Can accommodate a lower VOC content

  7. 73% Marketshare is Above Proposed Limit 100 % 80 % Proposed 55% Limit 60 % Cumulative Percent 40 % 20 % 0 % < 55  60  65  70  75 VOC Range - % Emissions Sales MeCl Proposal 55% VOC Web Spray Category

  8. Proposal Special Purpose Adhesives • Designed to meet unique performance needs for certain applications • Substrate integrity • High temperature • Chemical resistance • Cannot be formulated like other general purpose web and mist sprays

  9. 100 % 75% Marketshare is Above Proposed Limit 80 % Proposed 70% Limit 60 % Cumulative Percent 40 % 20 % 0 % < 55  60  65  70  75 VOC Range - % Emissions Sales MeCl Proposal 70% VOC Special Purpose Category

  12. Proposal Labeling Requirements • All products must display the adhesive category and applicable VOC standard. • “Special Purpose Adhesives” must display the applicable substrate and/or application. • Meet applicable definitions • Products labeled for more than one use or substrate would be subject to the lowest applicable VOC limit

  13. Proposal Prohibition on the Useof Toxic Compounds • The following TACs would be prohibited from use in aerosol adhesives: • Methylene Chloride • Perchloroethylene • Trichloroethylene • Alternative VOC products currently available
