Phase 1 Project Status Current Construction Activities • Completed driveway reconstruction on Flower Street between Washington Boulevard and 23rd Street • Continued drilling secant and CIDH piles for trench walls • Continued utility relocations to support trench construction • Completed jacking pits for construction of 61-inch waterline relocation • Completed termination of 52 leases; 12 leases remain active • Of the 21 parcels identified as being required for the project, 9 have been acquired
Phase 1 Project Status CPUC Grade Crossing Applications • The CPUC approved 36 of the 38 requested grade crossings at their December 20th, 2007 meeting • The Commission ruled that evidentiary hearings are necessary for Farmdale (Dorsey H.S.) and the Harvard Pedestrian Crossing (Foshay Learning Center) • The schedule for the evidentiary hearings is pending

Phase 1 Project Status Project Budget Summary • Construction Budget • 7 of 18 construction packages have been negotiated in an amount • totaling $138,795,034 • Currently under running the revised construction budget • Project Budget • All tasks are within the revised budget • Remaining significant risks to the budget include: • - Contracts yet to be negotiated • Contractor claims • Farmdale crossing • Yard & storage facility • Use of contaminated soil in embankment approaches to • aerial structures
Phase 1 Project Status Project Schedule Summary • FFP is currently showing a 16 week delay to Substantial Completion • Impacts associated with the Segment A3 Trench work • Contractor is developing an alternative sewer design for City approval • Authority has asked contractor for a recovery schedule • Other areas of Potential Delay • Location and layout of Service and Inspection Facility • Metro funded enhancements at the Blue Line Tie-In • Aerial structures at La Cienega, La Brea and Ballona Creek • Any changes to the Farmdale crossing
Phase 1 Project Status Project Issue Summary • Service and Inspection Facility • Originally located adjacent to Long Beach Blue Line Yard on Edison Property • Edison will not allow permanent facilities under existing power lines • Staff evaluating alternative sites • Additional Environmental Studies • Relocation of Traction Power Substations 3 & 4 require Environmental Assessment • Modified location and layout of Service and Inspection Facility Alternatives require Environmental Assessment or Supplemental EIS/EIR • Any potential changes to the Farmdale crossing
Phase 1 Project Status Project Issue Summary • Sewer Pipe Cracking Along Exposition at USC • Approximately 1,200 feet of newly installed sewer pipe has cracked and will need to be replaced • Will uncover approximately 200 feet of 15-inch pipe to evaluate cause of failure and need for replacement • Remaining pipe will be replaced in March or April 2008
Phase 1 Project Status Government/Community Relations • Provided project status updates to the following organizations: • Senator Mark Ridley-Thomas and Empowerment Congress • Delta Senior Center • West Angeles Church (Bishop Charles Blake) • Participated in the following community events: • GLAAACC Monthly Luncheon • Assemblymember Karen Bass’ Year End Celebration • Ted Alexander Math and Science Magnet’s Winterfest • Continued business assessments in Segment C • Established Expo Project Informational Center at Foshay Learning Center and Ted Alexander Math and Science Magnet • Attended regularly scheduled meetings with USC and Expo Park to discuss coordination of events and construction activities
Summary of Jobs Program Activities DECEMBER 2007 • 51 construction workers currently working on the Expo Project (Laborers, Carpenters, or Operators). 13 are from the Expo Corridor (12 minority/1 non-minority). All Expo Construction Jobs are Union Jobs. • 83 people are currently working for FFP in non-union jobs (clerical or professional level positions). 15 workers are from the Expo Corridor. • To date, FFP has sponsored 24 individuals into local unions (Laborers, Carpenters or Operators). • Robnette Electric, a minority DBE firm located in the Expo Corridor on Crenshaw Blvd, was the successful bidder for the electrical and data/communications conduit installation for the Western and Crenshaw Blvd stations.

Phase 2 Project Status • AA/EIS/Conceptual Engineering • Continued preparation of draft technical background reports • Initiated work on Colorado Street alternative and Olympic Blvd option per City of Santa Monica’s request • Advanced draft Milestone 2 grade crossing reports • Advanced Overland Avenue drainage analysis • Worked with Metro on ridership model corrections and recalibration • Continued work on station/parking layouts and locations • Government/Community Relations • Conducted stakeholder briefing for: • Metro’s Westside/Central Governance Council • Planned for next round of community meetings to take place in February
