Of those, only 72 students with learning disabilities (LD) and other health impairments (OHI) graduated or received a certificate of completion. The LD and OHI graduation rate was 77%.   19. Local Improvement Plan Reports Welcome to the Virginia Department of Education (VDOE) Local Improvement Plan (LIP) Reporting site. LIP’s are efforts by school divisions and state operated programs to improve outcomes for students with disabilities with the help of funding from VDOE. This site provides teachers, administrators, and parents with a searchable database of LIP reports from around the state.
