  1. Online Representations and Certifications Application (ORCA) XML Outbound Update February 22, 2006

  2. ORCA XML Highlights • ORCA XML Outbound is a Web Services Interface that allows authorized users to obtain ORCA data via XML. • ORCA XML output consists of data in three different forms. Users have a choice of choosing one or all of the forms mentioned in their XML request. • 1) HTML Output: The whole certification data in HTML format (both static text and vendor responses). Users do not have an option to choose individual provisions. • 2) PDF Output: The whole certification data in PDF format (both static text and vendor responses). Users do not have an option to choose individual provisions. • 3) Text based output: Vendor responses in text format. Static text is not included. Data corresponding to their respective XML tag names are included. Vendors have an option to pick single or multiple provisions. • ORCA XML will allow users to request data using a single DUNS number. If users are interested in an archived record, they can add a date range to their request.

  3. ORCA XML Requirements • ORCA XML output is divided into two major groups: • Basic Information is vendor information collected at the time of the ORCA submission. Note: Most of these elements are not part of any provisions. • Provisions are a core group of ORCA XML consisting of all the provisions that make up the ORCA submission. Within this group, each provision will be created as a separate subgroup and is identified by its provision number. Using ORCA XML, the Contract Writing System (CWS) will have the ability to request vendor response data for all the provisions or specific provisions.

  4. Basic Information and Provisions • Basic Information is divided into three sub-groups: • Vendor Related Elements • POC Related Elements • Submission Related Elements • There are 29 provisions from which CWS have the ability to request data.

  5. Requirements to Request Data • In addition to the standard coding requirements to incorporate XML into their systems, users will be required to include the following elements into their XML request: • Security Elements – ORCA will provide userid and password to each system • ORCA Identifier Elements – identify the record that the user is interested in receiving: • Core Identifier (i.e. DUNS No. with or with out Plus4) • Optional Identifier (i.e. start date, end date) • Requested Data Elements – CWS can choose which data elements they are interested in receiving. The ORCA data will be classified into multiple groups and at least one of the groups must be selected.

  6. ORCA XML Output • ORCA XML output will be based on provisions. A typical output will consist of the following: • Transaction code that indicates if the XML transaction processed successfully or not. • URLs to download a full copy of the certification record in PDF and HTML form. • General information and provisions based on data requested from the user. The record is split into individual provisions that are identified by their corresponding number. Each provision tag contains vendor data.
