Phase 2 Overview • Approaching mid-point of the action plan to implement recommendations from the 2012 GMD Report • Several project plan tasks are expected to complete in 2013 • Provide additional open-source tools for industry to assess risks and evaluate mitigation strategies • Strong collaboration with EPRI, NATF, government, and private sector researchers

Team 2 Update • Equipment modeling and testing began in June. • Additional utilities are needed to participate • Tests/models to date (3 utilities, 4 manufacturers) • Single-phase 500/16.5 kV 350 MVA SVC transformer (H1) • Limited thermal testing data • Tested to 17 A/phase • Manufacturer modeling to start in August 2013 • 3-phase, 3-limb autotransformer 240/138 kV 125 MVA (H1) • Tests limited to 30A/phase dc • Manufacturer modeling report pending • Single-phase 400 MVA autotransformer (SoC) • Tests limited to 30A/phase dc • Manufacturer modeling report pending

Looking Ahead • A Reliability Assessment carried out by planners and planning coordinators in early 2014 will employ the Phase 2 Project tools • Results will be used to: • Improve next iteration of tools and models • Inform the development and implementation of Standards • Identify issues for further study • Update the GMD Interim Report

  15. Order No. 779 • FERC Order directs NERC to file standards that address geomagnetic disturbance (GMD) impacts in two stages: • Operating Procedures (file by January 2014) • Vulnerability assessments and mitigation plans (file by January 2015)

Stage 1: Operating Procedures • Standard(s) that require entities to implement Operating Procedures to mitigate the effects of GMDs • Requirements should allow procedures to be tailored based on entity-specific factors such as geography, geology, or topology • Consider coordination of procedures across regions • Board approval by November 2013

Stage 2: Assessments and Mitigation • Develop Standards that require assessment of benchmark GMD events and strategies to mitigate identified impacts • Research and tools being produced through the GMD Task Force Phase 2 project provide the technical foundation • Board approval by November 2014

  19. EOP-010-1 Geomagnetic Disturbance Operations

  20. Purpose • To mitigate the effects of geomagnetic disturbance (GMD) events by implementing Operating Procedures

  21. Applicability • Reliability Coordinators • Transmission Operators and Balancing Authorities • Limited to those with an area that includes any transformer with high side terminal voltage greater than 200 kV • Effects of GMD on systems below 200 kV are far less due to higher line resistance (see Chapter 8 of 2012 GMD Report) • http://www.nerc.com/pa/RAPA/ra/Pages/default.aspx

Reliability Coordinators • Each Reliability Coordinator shall develop, maintain, and implement a GMD Operating Plan that includes: • A description of activities to mitigate the effects of GMD events • A process to determine that the GMD Operating Procedures in the Reliability Coordinator Area are coordinated and compatible • Provides a wide-area view for effective coordination

Transmission Operators and Balancing Authorities • Each applicable entity shall develop, maintain, and implement GMD Operating Procedures that include: • Steps for disseminating space weather information to System Operators • Steps to be employed by System Operators that are coordinated with its Reliability Coordinator to mitigate the effects on the system from GMD • Predetermined trigger conditions for initiating and terminating steps or tasks in the Operating Procedure • GMD Task Force Operating Procedure templates provide steps and trigger conditions for entities to consider

Implementation • FERC Order specifies six-month implementation • In jurisdictions where regulatory approval is required: • Standard becomes effective by the first day of the first calendar quarter, six calendar months following applicable regulatory approval • In jurisdictions where regulatory approval is not required: • Standard becomes effective by the first day of the first calendar quarter, six calendar months following NERC Board of Trustees approval
