THE PARAGATE Although Uribe was hesitant about holding peace talks with FARC and ELN, he started negotiations for the demobilization of the paramilitaries in 2002. After the mysterious disappearance of Carlos Castano in 2004, Salvatore Mancuso became the main leader of the AUC. Since 2004, more than 31,000 paramilitary units demobilized under the plan of the Government. In December 2006, Mancuso raised accusations against very prominent figures in the Colombian Government (The Paragate Scandal).
THE PARA SCANDAL In February 2007, the Colombian Government arrested several politicians, including Jorge Noguera, the head of the top security agency, and Sen. Alvaro Araujo. His sister, Foreign Minister Maria Consuelo Araujo, resigned shortly after. On March 11, President George Bush visited Colombia as part of his Latin American tour. In March, Alabama-based Drummond denied any association with the paramilitary, while Chiquita Brands pleaded guilty and agreed to pay 25 million to the US Government. The process against Coca Cola has not been resolved, yet.
THE PARA SCANDAL In April, Sen. Gustavo Petro declared that the Uribe family ranches had been used to plan killings by the paramilitary . On Friday April 20, Al Gore refused to participate in an environmental conference in Miami that would be attended by Uribe. The US Congress conditioned the continuation of Plan Colombia and the approval of the Free Trade Agreement.
