  1. A Time For Change Integrated Airport … A NextGen Testbed November 14, 2007

  2. AIRE NASA Integrated Airport Green Approach Mitre Planning Operational Evaluation Harmonization Research A Complex Challenge Many Efforts Underway Many Existing or Emerging Solutions An Integrated Approach is Essential

  3. Integrated Airport Goals

  4. Integrated Airport Goals Implement trajectory-based decision-making Long-term vision Leverage industry investment and capability Solve near-term NAS problems Build on FAA’s OEP Early evaluation leading to operational implementation Integrate stakeholders via common information sharing Phased Evaluation Approach

  5. Current NAS Problems En Route Oceanic En Route Arrival TFM Departure Airlines Landing Takeoff Airport (Ramp) Airport (Ramp) We Often Picture the Airspace as Looking Like This … But In Reality, Today It Looks More Like …

  6. Current NAS Problems … Oceanic En Route Arrival Departure Takeoff Landing TFM Unique, Limited Flight Data Interfaces Airport (Ramp) Airport (Ramp) Airlines (AOC) Today’s System Lacks Common Situational Awareness • Different System Information, Trajectory and Problem view causes uncertainty & inefficiency • Limited Interoperability (Between ATC system domains; aircraft and ground systems) • Unpredictable Results Lead to System Delays and Operational Costs System Limitations Result in Increased Passenger Delays and Airline Costs

  7. Opportunities Exist to Improve Today’s Environment • Traffic growth requires near-term operational improvements that reduce delays and increase operating efficiency • Net centric approaches can enable information sharing and remove constraints imposed by legacy NAS systems • Cross domain information sharing and improved decision support can overcome traditional airspace boundary constraints that limit efficient flight paths • Advances aircraft capabilities and new CNS technologies will enable operational improvements not possible with legacy CNS technology Many Pieces Already Exist, But … We need to get going on information sharing and integration!!

  8. Collaborative, trajectory-based planning; Seamless airspace operations Fuel efficient, low noise flight profiles; Full airport capacity utilization! Predictable, fuel efficient departures! Increase arrival capacity; Efficient airport management Reduce taxi queues; Increase airport safety En Route Oceanic En Route Arrival TFM Departure Airlines Landing Takeoff Airport (Ramp) Airport (Ramp) NextGen ConOps Provides the Vision NextGen Operational Improvements and Benefits are Possible in the Near-Term

  9. En Route Oceanic En Route Arrival TFM Departure Airlines Landing Takeoff Airport (Ramp) Airport (Ramp) FAA’s OEP Provides Implementation Planning • Trajectory-Based Ops • 4D Trajectory Management • Capacity and Efficiency Using RNP/RNAV • Flexible Terminals & Facilities • Shared Surface Situation • Runway Safety Alerting • Tower Data Link Taxi Clearance • Wind and Wake Procedures • Staffed Virtual Tower • High Density Airports • Initial Surface Traffic Management • Integrated Arrival/Departure Management We must enable broad access to A/P Info!! Terminal Data Distribution SWIM Enabled • Collaborative ATM • Flight Plan Constraint Evaluation • On-Demand NAS Information • Trajectory Flight Data Management • Reduce Weather Impact • Integrate Weather into DSTs Integrated Airport Builds on the FAA’s Operational Evolution Partnership

  10. Daytona Enables Early Integration and Evaluation The Daytona Beach Testbed • Enhance safety, security and efficiency at airports and surrounding airspace • Integrate existing/emerging technologies in a seamless operational environment • Include airport, FAA, airline and aircraft operational components • Only environment where nearly all of the pieces are integrated for all ATM domains • Look at information sharing concepts, trajectory interoperability , NAS-wide DST integration • Lower/medium density environments allow all participants to evaluate concept … • Minimizing disruption at higher density airports • Develop standards for airport and regional (metro-plex) integration • Evolve incrementally from airport surface operations to arrival/departure/en route ops • Move capability to higher-density, OEP airports Daytona Beach International Airport ELABORATE On the TestBed Approach Here!!!
