Who We Are and What We Do • Established in 1998 by SecDef/DCI MOU • Mission: Develop and integrate mid and long term space architectures across DoD and Intelligence Community space mission areas • Space Commission recommendations and SecDef Direction • Mission: Added--conduct Space Program Assessment and assist with space and non-space trades Establish Strategic Direction for National Security Space Capabilities
NSSA’s Unique Role • Functions: • Architectingintegrated systems-of-systems • Planningnear/mid term steps to get there • Assessingprograms for consistency with guidance and architectures • Advisingon budget and acquisition decisions Provide an Architect’s and Cross-community Perspective to Enable Informed Decisions

Strategic Focus • Unity of effort • User’s needs, not platforms • Shared goals Holistically Developing National Security Space Capabilities
What’s an Architecture? The STRUCTURE, RELATIONSHIPS, and PRINCIPLES governing design and evolution of COMPONENTS linked in accomplishing a PURPOSE
Responsive Space • What is “responsive”? • Who needs it? Why? • How do we measure it? • Is it worth the cost?
Responsive Space Ops Architecture • DoD Executive Agent for Space (Mr. Teets) has directed NSSA to develop an RSO Architecture • To address need for responsiveness in space in the post-Cold War environment • Purpose – Develop strategy to guide RSO architecture investment decisions over the next 20 years • RSO architecture will provide top-to-bottom (ground, launch, link, & space segments) & end-to-end (acquisition, deployment, & operations) perspective • Products • Recommended RSO capabilities for ~2025 (what we want to do) • Recommendations (how to do it) • Life cycle cost assessment (cost to do it) • Investment roadmap (when to do it)
RSO Definition* • The ability to respond appropriately (across a broad range of time scales) to changing situations & time-critical mission or capability requirements for space-based products & services • Timeliness of responsive actions will vary by mission & user *Draft Terms for Reference for NSSA Responsive Space Operations Architecture RSO means much more than launch on demand
