An articulation of: Guiding principles for designing and assessing the effectiveness of current programs; The desired degree of global consistency across programs; The mix of programs to be offered and the role of each; The organization’s competitive market for talent and its intended position in that market; and The roles and responsibilities of the various parties; e.g. Corporate HR, Regional HR, local HR, Corporate Finance, Region, Division, etc. More a statement of intent than a list of practices
